According to the new regulation, individuals who move to a different province will be automatically assigned to the family physician closest to their residence by the system if they do not change their family physician within one month.
The Ministry of Health has made changes to the Family Medicine Practice Regulation. According to the new regulation published in the Official Gazette, citizens who change their residence will be automatically registered with the nearest available family physician to their residence if they do not change their family physician within one month.
FAMILY PHYSICIANS WILL BE AUTOMATICALLY CHANGED
Previously, individuals were required to change their family physician based on their own requests, but with the new regulation change, the Ministry of Health or provincial health directorates will be able to automatically change citizens' family physicians based on proximity to their address. However, citizens will be able to change their family physician again after one month.
The Ministry has also regulated the number of registered individuals for family physicians. Accordingly, in family medicine units providing integrated health services, there will be a planning to have at least 1,650 individuals registered, in prison family medicine units at least 1,000 individuals, and in other units at least 2,700 individuals. Additionally, considering the average population balance, the number of registered individuals for a family physician cannot exceed the determined upper limits.
THE ON-CALL SYSTEM WILL BE CHANGED
Changes have also been made to the on-call system for family physicians and family health workers. According to the new regulation, the total weekly on-call duration cannot exceed 30 hours. Weekday on-calls cannot exceed 8 hours, and weekend on-calls cannot exceed 16 hours.
Family physicians will be paid on-call fees, but on-call leave will not be granted. Emergency health services will be organized in the form of standby or active on-call based on the number of physicians. Family physicians providing integrated health services will be exempt from these on-calls.
NEW REGULATIONS REGARDING FAMILY HEALTH CENTERS
New rules have also been introduced regarding the relocation and renovation of family health centers. Family health centers will primarily be opened within existing health centers. Centers that need to be relocated due to urban transformation, demolition decisions, or zoning regulations will be directed primarily to public buildings. Institutional identity standards determined by the Ministry will be applied for newly established family health centers.
With the regulation change, family physicians have also been included in services such as issuing death certificates and forensic autopsies. However, physicians working in integrated family medicine units will not participate in these on-calls.
NEW RULES FOR CONTRACTED FAMILY HEALTH WORKERS
Regulations have also been made regarding the contracted employment of family health workers. Accordingly, midwives, nurses, emergency medical technicians, and health officers can sign a contract as family health workers if they request it and the Ministry approves. Health workers who are not permanent public personnel can be contracted based on the needs reported by the governorships and the Ministry's approval. If a family physician cannot reach an agreement with a family health worker within one month, the worker can apply directly to the provincial health directorate.
