Within the scope of the 'Terror-Free Turkey' process, the 'Strengthening National Solidarity and Social Integration' bill, consisting of a total of 12 articles, was opened for signatures in Parliament. Speaker of the Grand National Assembly of Turkey Numan Kurtulmuş also signed the bill.
The legislative arrangement to be implemented within the scope of the 'Terror-Free Turkey' process has been completed. The name of the draft law, consisting of a total of 12 articles, has been determined as 'Strengthening National Solidarity and Social Cohesion.' The draft law, expected to be submitted to the Presidency of the Parliament, is planned to pass through the General Assembly of the Turkish Grand National Assembly (TBMM) by the end of this week.
BAHÇELİ SIGNED FIRST IN MHP
For the proposal opened for signatures by the AK Party group in Parliament, the first signature on the MHP side was made by MHP Chairman Devlet Bahçeli. In addition to Bahçeli, Feti Yıldız, Celal Adan, Erkan Akçay, and Filiz Kılıç also signed the text.
NUMAN KURTULMUŞ ALSO SIGNED
Following Bahçeli and the MHP executives, TBMM Speaker Numan Kurtulmuş also signed the law proposal.
TO BE SUBMITTED TO PARLIAMENT WITH JOINT SIGNATURES
It is aimed to submit the law proposal to the TBMM Presidency with the joint signatures of the AK Party, MHP, and DEM Party tonight or tomorrow. According to the parliamentary schedule, the framework law is expected to start being discussed in the TBMM Justice Committee on Friday and to be taken up in the General Assembly and enacted by the end of this week.
WHAT DOES THE PROPOSAL INCLUDE?
The highly anticipated law proposal, which does not constitute a general amnesty, also does not contain any article granting any status to terrorist organization leader Abdullah Öcalan. PKK members wishing to benefit from the arrangement will be required to apply within 6 months. Under the law, crimes requiring aggravated life imprisonment and life imprisonment before 2005 are excluded. For other crimes, a formula of first postponement, then dismissal of the sentence, will be applied. Accordingly, a 5-year postponement will be ordered for crimes under 15 years, and a 10-year postponement for crimes over 15 years; after these periods are completed without any issues, the sentences will be dismissed.
TWO CRITICAL BOARDS WILL MANAGE THE PROCESS
With the law entering into force, two separate mechanisms will be implemented to monitor and supervise the process. First, a board will be established under the chairmanship of Vice President Cevdet Yılmaz, with the participation of relevant ministers. This board will directly monitor the phases of disarmament and the dissolution of the organization. As a second step, a Monitoring and Liaison Board including representatives of political parties will be established within Parliament to ensure transparent oversight of the process.
