The new traffic regulation expected to be approved in the Parliament is eliminating speed limit tolerance. Drivers who exceed the speed limit will no longer be granted a 10% leeway; even the slightest violation will result in a penalty. The new system, which will impose fines of up to 30,000 lira, will come into effect on January 1, 2026.

FUNDAMENTAL TRAFFIC REGULATION IN THE PARLIAMENT



This week, an important proposal containing significant changes to the Highway Traffic Law is being discussed in the Grand National Assembly of Turkey. According to the regulation that passed through the Justice Commission, the long-standing 10% speed tolerance will be completely abolished. Thus, drivers will face penalties even if they exceed the speed limit by just 1 kilometer.



ARTICLE 51 REWRITTEN



Article 51 of the Highway Traffic Law No. 2918 currently stipulates a gradual penalty for those exceeding the speed limit by 10%, 30%, and 50%. The new proposal fundamentally changes this system. From now on, instead of a percentage, the actual number of kilometers by which the speed limit is exceeded will be taken into account.

NEW SYSTEM TO START IN 2026



If approved by the TBMM General Assembly, the regulation will come into effect on January 1, 2026. With the new penalty system, the tolerance application in traffic controls will completely come to an end.



According to the new regulation, the following penalties will be imposed on drivers exceeding the speed limits specified in the regulation:



WITHIN SETTLEMENT AREAS



For exceeding 6-10 km/h: 2,000 TL,



For exceeding 11-15 km/h: 4,000 TL,



For exceeding 16-20 km/h: 6,000 TL,



For exceeding 21-25 km/h: 8,000 TL,



For exceeding 26-35 km/h: 12,000 TL,



For exceeding 36-45 km/h: 15,000 TL,



For exceeding 46-55 km/h: 20,000 TL,



For exceeding 56-65 km/h: 25,000 TL,



For exceeding 66 km/h and above: 30,000 TL.



OUTSIDE SETTLEMENT AREAS



For exceeding 11-15 km/h: 2,000 TL,



For exceeding 16-20 km/h: 4,000 TL,



For exceeding 21-25 km/h: 6,000 TL,



For exceeding 26-30 km/h: 8,000 TL,



For exceeding 31-40 km/h: 12,000 TL,



For exceeding 41-50 km/h: 15,000 TL,



For exceeding 51-60 km/h: 20,000 TL,



For exceeding 61-70 km/h: 25,000 TL,



For exceeding 71 km/h and above: 30,000 TL.
