The Deputy Minister of Health, Şuayıp Birinci, denied the claims that the e-Nabız Personal Health Record System was sold to Qatar, stating that the data is secure and the system complies with international standards. The Deputy Minister's remark, "We would be proud if it were sold," drew attention while refuting the allegations.

Deputy Minister of Health Şuayıp Birinci stated that the claims regarding the sale of the e-Nabız Personal Health Record System to Qatar are not true, saying, "Neither the data of e-Nabız has been sold nor has the project been sold to another country. If it were sold, we would proudly say so. You receive the payment from the countries that have these projects done for such large amounts and facilitate Turkish companies to do business there." he said.

Birinci answered the questions of the members of parliament during the discussions of the Draft Law on Amendments to the Social Insurance and General Health Insurance Law and Other Laws in the TBMM Health, Family, Labor and Social Affairs Commission.

DEPUTY MINISTER DENIES THE CLAIMS

Stating that the claims regarding the sale of the e-Nabız Personal Health Record System to Qatar are not true, Birinci said, "There is absolutely no such thing. Neither e-Nabız has been sold to Qatar nor has any information been sold. In the Ministry of Health system, a person can only share their health data with the person they want. Other than that, we cannot see anyone else's data. Besides, would a person who has the data of 85 million sell it for 200 dollars?" he expressed.

Birinci, who stated that some people's data were obtained through phishing during the pandemic process, said, "They accessed the passwords of nearly 200 people and looked at their systems at different times. Think of it like people losing their bank passwords. There were many data breaches worldwide during the pandemic." he said.

"IF SOLD, WE WOULD PROUDLY SAY SO"

Birinci, who mentioned that there is a court process regarding e-Nabız, and that this process is initially between the company that developed the system and the company that later took over the maintenance of the system, continued his words as follows: Neither the data of e-Nabız has been sold nor has the project been sold to another country. If it were sold, we would proudly say so. You receive the payment from the countries that have these projects done for such large amounts and facilitate Turkish companies to do business there. These projects are not projects found in the world. We are currently 4th in Europe in terms of access to citizens' health data in digital environments. Germany is 10 places behind us. Thanks to these systems. There is not a single foreign license in this project. That’s why it has never been hacked. All are open source and written by Turkish engineers. We have not experienced any doubts related to hacking so far. Thanks to the integration of health data in e-Nabız with SGK, you save nearly 100 billion annually. The number of imaging in radiology has decreased by one-third. Doctors access the data with the consent of the patients. This system belongs to all of us. But thank God, there is no data leakage or anything similar in e-Nabız.

"ABOUT 1 MILLION 700 THOUSAND GSS PREMIUM DEBTORS"

Deputy Minister of Labor and Social Security Adnan Ertem also stated regarding the regulation for the amnesty of General Health Insurance (GSS) premium debts, "There are about 1 million 700 thousand GSS premium debtors for the period covered by the law. The total receivable is around 2 billion lira." he said.

CHP Bursa Deputy Kayıhan Pala argued that there are some regulations in the bill that the majority of the society is waiting for.

Pala expressed that there is a 30% decrease in the monthly pensions of those who will retire in the new year compared to those who retire in 2024, saying, "There is no regulation to prevent this loss. In addition, there should have been regulations regarding the injustices in retirement pensions, the adjustment regulation, the demand for the number of premium days for Bağkur members to be equalized with other insured individuals, and the reduction of the tax burden on workers." he evaluated.

DEMAND FOR SOLUTION FOR APPRENTICESHIP AND INTERNSHIP VICTIMS

İYİ Party Ankara Deputy Ahmet Eşref Fakıbaba also stated that a solution should be found for the demands of apprenticeship and internship victims who could not benefit from the EYT regulation.

AK Party Istanbul Deputy Halit Yerebakan drew attention to the fact that the proposal aims to directly address the problems citizens face in their daily lives with some improvements within the scope of general health insurance, restructuring of premium debts, and improving access to health services.

Yerebakan emphasized that the proposal is not just about legal and administrative regulations, but also brings many improvements that directly concern human life, stating that the regulation allowing the procurement of vital medicines that cannot be obtained domestically with the approval of the Ministry of Health by SGK from abroad is significant. Yerebakan said, "The fact that SGK is carrying out this procurement as an alternative supplier under its own roof will directly reflect an improvement for our citizens." he said.
