The incident occurred in the emergency department of a university hospital in Milton Keynes, England. Police officer Martyn Jones, serving in the Thames Valley police force, used excessive force against 24-year-old Brian Ringrose. The footage shows Jones forcibly subduing the young man, who was lying on the ground and handcuffed, and throwing him around uncontrollably.

Brian Ringrose had been brought to the hospital due to a condition resulting from the use of prescription drugs. He was in such a weak state during the intervention that he could not even put on his own shoes. After the incident, the young man was placed in an artificial coma and passed away six days later on February 2, 2021.

Three years later, in an investigation that began on February 12, 2024, the jury determined that Brian's death was unlawful and that police officer Jones was responsible. The jury's decision stated, "The death of Brian Ringrose occurred as a result of a police officer's illegal actions leading to manslaughter and the negligence of other police officers and health personnel."

The Independent Office for Police Conduct (IOPC) in England launched an investigation, and Jones was suspended from duty. However, interestingly, no criminal charges were brought against the officer. Another police officer involved in the incident, Daniel Simson, only received a disciplinary penalty.

Brian's mother, Mary, stated that her son struggled with mental health issues and had been hospitalized several times before. A father of three, Brian was expecting his fourth child at the time of his death.

The grieving mother, who said, "They should not have treated my son that way," added, "The police treated him like a rag doll. They are there to protect and serve, not to kill."
