The companies in Muş and Hakkari that were awarded the syrupy dessert and pastry tenders by the Istanbul Metropolitan Municipality (IMM), which is under investigation for bribery and corruption, have come to the forefront. It was observed that the two tenders, with a total value of 236.7 million lira, were awarded to shops located in residential neighborhoods.

94.8 MILLION LIRA DESSERT TENDER AWARDED TO A SHOP IN MUŞ The details of the tenders conducted by the Istanbul Metropolitan Municipality continue to attract public attention. It has been revealed that the tender for the purchase of syrupy desserts, organized with an emergency code and valued at approximately 94.8 million TL, was awarded to a business operating in a neighborhood in Muş. It is also noteworthy that this tender was conducted just before the ongoing bribery and corruption investigation involving IMM President Ekrem İmamoğlu and some municipal officials.
The size of the tender and the location of the recipient have sparked new discussions about how public resources are used. While no official statement has been made by the local shopkeepers regarding the issue, the political and legal ramifications of the development continue.
PASTRY TENDER AWARDED TO A FIRM IN HAKKARI On the other hand, it has also been revealed that the Istanbul Metropolitan Municipality awarded a 141.9 million lira pastry tender to a firm in Hakkari. The lawyer of the firm, Eylul Insaat, Food and Cosmetics, which received the tender, Gülabi Seven, stated in a press release that the company participated in the tender transparently and that they would initiate legal proceedings against the unfounded accusations. Lawyer Seven said, "Recently, our name has been distorted in the public eye with false information regarding a tender we received from the Istanbul Metropolitan Municipality on social media and some websites. We have a duty to inform the public in the face of this smear campaign against us."
Lawyer Seven stated that their firm is a company operating in the food sector with years of experience and has provided products and services to many public institutions to date. Seven noted that the tender conducted by the Istanbul Metropolitan Municipality's Social Services Department on February 24, 2025, was carried out completely transparently through the Electronic Public Procurement Platform (EKAP), and that their firm submitted a bid of 141 million 942 thousand 208 TL plus VAT, with the contract coming into effect on March 11, 2025. Seven emphasized that the entire tender process was in accordance with all legal procedures and that there were no irregularities. He also stated that the firm has successfully worked with critical institutions such as the Hakkari Provincial Gendarmerie Command, Van Security Corps Command, and Hakkari Police Department in the past, and that they provide services in various cities across Turkey.
Company officials noted that attempts to belittle their firm with descriptions such as "pastry shop" and "small tradesman" on social media are a "malicious and discriminatory" attitude. They stated that such accusations are made solely because of their Hakkari origin and declared that they would not remain silent against such attacks and would use all their legal rights. The company officials announced that legal proceedings have been initiated and that a criminal complaint will be filed against the relevant individuals and institutions. They stated that as a company born and raised in Hakkari, they will continue to provide services in every corner of Turkey and will fight against this lynching campaign.
