In the report prepared by the Banking Regulation and Supervision Agency (BDDK) as part of the corruption investigation against the Istanbul Metropolitan Municipality (İBB), it was stated that 38.6 billion Turkish liras of the metro loans obtained from abroad were used in areas that could not be directly related to the project. Accordingly, 20.1 billion liras were transferred to foreign financial institutions, while 14.5 billion liras were allocated to pool accounts used by the İBB Group for operational expenses.

"USED IN AREAS WHERE A DIRECT RELATIONSHIP WITH THE PROJECT CANNOT BE ESTABLISHED AMOUNTING TO 38.6 BILLION LIRA"



It was noted in the report that since 2019, a total of 66 billion lira has entered the accounts of IMM from abroad as project financing, and approximately 18.1 billion lira of the funds received was sent directly to accounts belonging to firms and individuals. The report stated: "It has been observed that 38.6 billion lira of the funds obtained from abroad were used in areas where a direct relationship with the project subject to the loan could not be established. In this context, it was understood that 20.1 billion lira of this amount was used for payments to foreign financial institutions, 14.5 billion lira was used for pool accounts utilized by the IMM Group for operational expenses, and 3.9 billion lira was used for payments to tax SGK, judicial and enforcement authorities, and expenditure items such as electricity. It has been seen that the remaining 9.7 billion lira equivalent of foreign currency was combined with other money inflows after being transferred to IMM accounts and was subject to various money transfer transactions. Therefore, a one-to-one matching could not be made between the money inflows from foreign credit sources and the outflows for the 9.7 billion lira portion."

ACCOUNT MOVEMENTS OF THE SUSPECTS



The report stated that a total of 4.4 billion lira entered and 1.1 billion lira exited the accounts of fugitive suspect Murat Gülibrahimoğlu. It was reported that Gülibrahimoğlu's company, Güney Cebeci Mining, has a 17% stake in the IMM subsidiary ISFALT AŞ, and that changes were made in the partnership structure in 2023, with certain companies' shares in the partnership structure gradually being reduced to zero or decreased. It was noted that Gülibrahimoğlu's other group company, Kuzey Istanbul Real Estate, increased its stake in Güney Cebeci Mining from 39% to 70% in 2023. The report also mentioned that although Fatih Keleş's membership in the board of directors of Güney Cebeci Mining ended, his signing authority continued, and he also had a 39% stake in ISFALT, one of the group companies.

The report emphasized that a total of 168.6 million lira was consecutively deposited into Murat Gülibrahimoğlu's account, noting that the first deposited amount was sent to the firm owned by Gülibrahimoğlu as "capital advance," and subsequently, a large portion was immediately returned with the explanation of "debt repayment," which was found to be noteworthy.

The report summarized the cash-related transactions that took place on November 11, 2024, as follows: "It has been determined that on November 11, 2024, 125 million lira came into Gülibrahimoğlu's account with the explanation of 'EFT received by Murat Gülibrahimoğlu from Kuzey Istanbul Gayr Dan 50 share purchase bd/Dörter Mermer Sanayi ve Tic. Ltd. Şti.' Fatih Keleş is the 100% shareholder of Dört Mermer. Fatih Keleş is authorized to sign for Istanbul Metropolitan Municipality Sports Club, Güney Cebeci Mining, and Dörter Mermer. It has been observed that the incoming money was first zeroed out through inter-account transfers and traffic between group companies, then came back to Gülibrahimoğlu's account in parts, and within a 10-day period, was sent in parts to the accounts of Yener Torunler, Adem Başer, Sarp Yalçınkaya, İbrahim Hakkı Öztürk, İpek Hekimoğlu Özeren, Muammer Kaptan, Ahmet Güldü, Ceylan Gülibrahimoğlu, and Erol Topçu. It has been determined that 85 million lira of the 125 million lira came from physical gold deposited by Gülibrahimoğlu himself on June 5, 2024, in two pieces of 25 kilograms and 8 kilograms around 18:00. It has been observed that 30 kilograms of this gold was converted by Gülibrahimoğlu on November 7, 2024, and sent first to Kuzey Istanbul Çevre, one of the group companies, and then 20 million lira sent from Gülibrahimoğlu's bank account by Kuzey Istanbul Çevre was sent in two pieces to Dörter Mermer's account, and finally, it was seen that it came back to Gülibrahimoğlu's accounts with the explanation of 'Kuzey İstanbul Gayr. Dan. 50 share purchase price' by Dörter Mermer."

The report highlighted that a total of 284 million lira was sent to Gülibrahimoğlu and Fatih Keleş from group companies, including 6 million lira to Keleş and 278 million lira to the firm named Dörter Mermer, of which he is the 100% shareholder, and pointed out that the term "peace right" was included in the explanations of the money sent to Keleş's personal accounts.
