Details of the draft law prepared as part of the Terror-Free Turkey process have emerged. It is planned to establish a 'Social Integration Monitoring and Coordination Board' to oversee the disarmament process of the PKK and to carry out social cohesion efforts. The board will include representatives from the National Intelligence Organization (MİT) Presidency, the Ministry of Interior, the Ministry of National Defense, the Ministry of Justice, the Ministry of Family and Social Services, the Ministry of Labor and Social Security, and the Ministry of Health.
While legislative efforts related to the Türkiye without Terrorism process accelerate, Haberler.com has obtained details of the mechanism planned to be established to manage the process that will be activated after the confirmation and determination that the terrorist organization PKK has laid down its arms.
The draft under consideration is planned to be named the "Social Integration and National Solidarity Law Proposal." According to the draft, a newly established board will monitor the mechanism and the entire process. The board will be called the "Social Integration Monitoring and Coordination Board."
THE BOARD WILL MONITOR THE ENTIRE PROCESS
The board will both ensure inter-institutional coordination and follow the procedures to be applied to terrorist elements who lay down their arms, based on information coming from the field.
WHICH INSTITUTIONS WILL BE ON THE BOARD?
The board will include representatives from the National Intelligence Organization (MİT) Presidency, and the Ministries of Interior, National Defense, Justice, Family and Social Services, Labor and Social Security, and Health.
WILL MONITOR THE DISARMAMENT PROCESS
The board will monitor and make determinations regarding the process of eliminating all elements of the terrorist organization PKK and the disarmament process within the framework of objective, measurable, and verifiable criteria.
After determining that disarmament is complete, this board will also make plans for the integration of organization members into social life.
WILL REPORT TO THE PARLIAMENT
The board will also periodically submit reports on the stages of the process to the Speaker's Office of the Turkish Grand National Assembly (TBMM).
A mechanism will also be operated to ensure that the decisions taken by the board are implemented by different public institutions. Coordination among institutions will be ensured.
