In the indictment of the Istanbul Metropolitan Municipality, an interesting note was found on the confiscated mobile phone of Necati Özkan, who is stated to be a member of a criminal organization. The handwritten note included striking phrases such as "Take over the party," "The organization will bring Mansur out," "The deputies come in drunk, there is alcohol in their offices," and "Deputy resignation and by-election."
The Istanbul Chief Public Prosecutor's Office prepared an indictment against a total of 407 suspects, including 105 detained and 5 "complainant suspects," in the investigation conducted against the "criminal organization for profit" related to Ekrem İmamoğlu. A prison sentence of up to 2430 years was requested for Ekrem İmamoğlu.
In the statement, it was noted that 99 of the suspects against whom a public case was opened are members of the organization, and that Ekrem İmamoğlu is stated to be the founder and leader of the organization. It was recorded that the suspects Fatih Keleş, Murat Ongun, Ertan Yıldız, Murat Gülibrahimoğlu, Adem Soytekin, and Hüseyin Gün are the managers of the organization. The indictment provided important information about the advertiser Necati Özkan, who is evaluated to have acted under the suspect Hüseyin Gün, who is stated to be an organization manager, and who is also detained in another case for "political and military espionage."

The Cyber Crimes Unit also detected a new handwritten document belonging to Özkan in addition to this file. One of the most striking parts of the investigation was Özkan's handwritten notes. On a notebook page dated March 11, notes such as "Rıza + 6 municipality meetings," "Taking over the party," "Meeting with Trump," "A new governor will come to Istanbul, followed by a trustee," "The CHP is not working well," "Mansur is opening offices in cities, talking to the nationalist channel," "Complaints from Özgür," "The organization will bring out Mansur," "Deputies are coming in drunk, there is alcohol in their rooms," "Resignation of the deputy and by-elections," "There is no political circle, only an academic circle" were recorded. The prosecutor's office stated that these notes could be personal political evaluations previously kept by Özkan.
ALLEGATION OF ESTABLISHING CONNECTIONS BETWEEN ORGANIZATION MEMBERS AND IRREGULAR BUSINESS CONTRACTORS On the other hand, the indictment stated that the suspect Necati Özkan held meetings with high-level executive organization member suspects working in the IBB and its subsidiaries, as well as some suspects who are officials of advertising companies that obtained irregular jobs from the municipality, and that illegal business connections were established between both parties, which were identified through visitor registration logs and camera recordings.
