It was reported that the confession of Antalya Metropolitan Municipality Mayor Muhittin Böcek, stating, 'Ekrem İmamoğlu asked me for 15 million Euros for his candidacy, and I sent 5 million of it through the Grand Bazaar,' was also confirmed by technical surveillance. In the 'narrowed base' report included in the case file, it was determined that the two were not only in the same district but also side by side in the same square meter and within the same base cell.
By the Istanbul Chief Public Prosecutor's Office, the investigations into the allegations that Istanbul Metropolitan Municipality (IMM) President Ekrem İmamoğlu, who was suspended from duty in the "İmamoğlu criminal organization" investigation, "demanded a bribe for his candidacy" continue.
It was noted that the confession of Antalya Metropolitan Municipality President Muhittin Böcek, who was suspended from duty, that "Ekrem İmamoğlu demanded 15 million Euros from me for my candidacy, I sent 5 million through the Grand Bazaar," was also confirmed through technical surveillance.
The "narrowed cell" report included in the file determined that the two were not only in the same district but also side by side in the same square meter and the same base cell.

It was determined that the "bribe" traffic described by Böcek in his additional statement dated August 16, 2026, exactly matched the HTS (Call Traffic) records included in the investigation file numbered 2025/60335.
THE HAVALA SYSTEM AND THE PASSWORD
The delivery password for the 5 million Euros sent through unregistered (Hawala) methods via "Taç Döviz" in the Grand Bazaar, the "100 TL banknote," was given to İmamoğlu at that meeting.
In the narrowed base analysis specially prepared by security units, it was determined that the phone signals intersected not within the same province or broad district borders, but within the same small station segment at the exact building and times described by Böcek.
1ST SUMMIT: THE FIRST BARGAIN IN THE HOTEL ROOM
Böcek had stated that the demand for 15 million Euros was first voiced on November 30, 2023, at the Renaissance Polat Bosphorus Hotel in Beşiktaş. The signals also deciphered this statement.
Böcek arrived in Beşiktaş at 12:10, and İmamoğlu at 14:55. It was revealed that between 15:00 and 16:00, the phones of İmamoğlu and Böcek gave signals from the narrowed base station on Barbaros Avenue, where the Renaissance Istanbul Polat Bosphorus Hotel is located, from exactly the same coordinate.

The individuals met between 15:00-16:00 at the RENAISSANCE Istanbul Polat Bosphorus Hotel located on Barbaros Avenue in the Beşiktaş district of Istanbul...”
2ND SUMMIT: THE DELIVERY OF THE CODE-ENCRYPTED ENVELOPE
One of the most striking points of the investigation was December 17, 2023, the date when the 100 TL banknote, which was the confirmation that the money had arrived in Istanbul, changed hands.
Muhittin Böcek said, "I personally delivered the envelope in the high-rise plaza in Şişli." The reports also confirm Böcek's statement.
In the report, it was recorded that when Böcek arrived in Şişli at 16:27, İmamoğlu had been there since 12:10, and when the time showed between 16:30 and 17:30, the devices of the two separated from the general area of Şişli and gave signals simultaneously in the specific base cell where that plaza is located.
SECOND REPORT
This meeting was also included in the relevant evaluation section of the report with the following statements:
"The person named Muhittin Böcek, after arriving from the airport on 17.12.2023, went to the Büyükçekmece district of Istanbul around 10:00, left there around 13:00 and arrived in the Şişli district of Istanbul around 16:27, and left there around 17:35,
The person named Ekrem İmamoğlu arrived in the Şişli district of Istanbul around 12:10 on 17.12.2023, and left around 18:37,
The individuals met between 16:30-17:30 in the Şişli district as described by Muhittin Böcek...”
THAT STATEMENT MADE BY MUHİTTİN BÖCEK 4 DAYS AGO
Muhittin Böcek's statement given on August 16 within the scope of effective remorse was also included in the file. In this statement, Böcek claimed that İmamoğlu demanded 15 million Liras from him for his mayoral candidacy.

"As I stated in my previous statement, upon learning that the Muratpaşa Mayor had met with Ekrem İmamoğlu, gave him certain assurances regarding the determination of mayoral candidates, and would make a payment in return for the candidacy, I went to Istanbul by air on 30/11/2023 together with my private secretary Yasin Yellice.
In Istanbul, as far as I remember, I had a meeting with him on the same day at the Renaissance Istanbul Polat Bosphorus Hotel. In this meeting, Ekrem İmamoğlu said that he had not promised candidacy to anyone else, that he would favor me, but that he wanted approximately 15 million Euros in financial support for this. I said I would cover this as much as I could over time.
After this meeting, I returned to Antalya. A friend of mine had some money I had set aside for my election budget. I told this friend that I had a payment of 5 million Euros in Istanbul and that I would make the payment in Istanbul with the money I had left with him for my election budget. Since the money I had set aside for my election budget was less than 5 million Euros, I asked this friend, whose name I do not want to reveal, to make up the difference as a loan.
Upon my request, my friend agreed to give me a total of 5 million Euros, including the money I had set aside for my election budget. There, my friend mentioned a system called havala. He said we could deliver the money more safely and quickly using this system instead of carrying it by hand. I accepted this request because I trusted him.
Thereupon, he took a photo of the 100 TL bill in his possession. He said he would send it to the person who would make the payment in Istanbul. He put the same 100 TL bill in an envelope along with a note paper with a name and phone number written on it and gave it to me. Then he told me, 'Give this envelope to the person you want to make the payment to; they can receive this money by presenting the envelope at the Grand Bazaar in Istanbul.'"
