The Ministry of Trade announced a new decision regarding the sale of second-hand vehicles. Accordingly, the duration of the 6-month-6,000-kilometer and advertisement restriction regulations for second-hand cars, which will expire in July, has been extended. With the new regulation, it has been stated that citizens can carry out these transactions until January 1, 2026.



STATEMENT FROM THE MINISTRY OF TRADE



The statement made by the Ministry of Trade is as follows: "As the Ministry of Trade, we are resolutely continuing our efforts to prevent speculative price formations and stockpiling activities in the automotive sector; to re-establish a fair, competitive, and stable market structure.



EXTENDED BY 6 MONTHS



In this context, there are currently two important regulations in force: It is prohibited for those engaged in the trade of second-hand motor vehicles to market or sell motorcycles, cars, and land vehicles directly or indirectly unless 6 months and 6,000 kilometers have passed since the initial registration date.



ADVERTISEMENT RESTRICTION



It has also been prohibited to market second-hand vehicles at a price exceeding the current sales price determined by the manufacturer or distributor through advertisements. The validity period of these regulations had previously been extended until July 1, 2025.



Implementation and Inspection Results



As part of the inspections and implementations carried out by the Ministry of Trade to date, approximately 53 million TL in administrative fines have been imposed on car dealerships and auto galleries that acted contrary to the 6-month-6,000 km rule, and approximately 93 million TL in administrative fines have been imposed on individuals and businesses that acted contrary to the advertisement restriction.



Extension Decision



Based on the analyses and market observations, it has been seen that these regulations are effective in preventing speculative price increases, combating stockpiling, preventing unfair profits, and reducing consumer grievances. In this regard, both the duration of the 6-month-6,000 km rule and the advertisement restriction have been extended for another 6 months until January 1, 2026.



SCOPE OF IMPLEMENTATION IN THE NEW PERIOD



The implementation for holders of second-hand vehicle trade authorization certificates will continue in the same manner. All real and legal persons selling three or more second-hand vehicles within a calendar year without an authorization certificate will also be included in the scope. In this context, notaries will continue to prevent these sales and inspections will continue.



As the Ministry of Trade, while meticulously continuing our legislative regulations to ensure price stability in the automotive sector, strengthen a fair and balanced market structure, and protect consumer rights, evaluations will continue regarding the implementation of additional measures when necessary.
