Striking details have emerged regarding the history of EMKAR, which appears as the contractor in five separate transactions carried out by Mamak Municipality and its affiliated units over a 29-day period. Information regarding the company's former title, share transfers, and the past working relationships of its owner Mustafa Poyraz was also included in the indictment prepared within the scope of the Aziz İhsan Aktaş investigation.
In a research published last week regarding Mamak Municipality's 2025 tender records, it was revealed that EMKAR was the contractor in five separate transactions during the 29-day period between May 29 and June 26.
In the transactions covering garbage trucks, garbage containers, and maintenance-repair works, the total of contracts whose amounts could be determined from public records exceeded 19 million TL, with the highest contract recorded at 12 million 170 thousand TL.
EMKAR's history was put under scrutiny.
EMKAR WAS PREVIOUSLY OPERATING UNDER THE NAME "HEM TEMİZLİK"
According to the trade registry information reflected to the public from the indictment prepared within the scope of the Aziz İhsan Aktaş investigation, the company currently operating under the name EMKAR previously held the title of HEM Temizlik Peyzaj Turizm Nakliyat Gıda İnşaat Bilişim Taşımacılık Oto Kiralama Sanayi ve Ticaret Limited Şirketi.
According to the records cited in the indictment, Mehmet Tevfik Yıldız transferred his shares in the company to Mustafa Poyraz on June 5, 2014. The company later changed its title and address and continued its activities under the name EMKAR.
MUSTAFA POYRAZ'S WORK HISTORY IS ALSO IN THE INDICTMENT
The indictment also included the past work relationships of Mustafa Poyraz, the owner of EMKAR.
According to the information reflected in the file, Poyraz worked as an asphalt worker at HEM Grup Asfalt İnşaat Mühendislik Oto Kiralama Taşımacılık Turizm Sanayi ve Ticaret Limited Şirketi in 2014-2015.
The indictment included the information that the owner of HEM Grup was Serkan Menderes Yıldız, and Serkan Menderes Yıldız was the nephew of the suspect Yusuf Yıldız.
While it was observed that HEM Temizlik and HEM Grup were two different companies, according to the information in the indictment, HEM Temizlik was EMKAR's former title; HEM Grup was the company where Mustafa Poyraz was stated to have worked.
PROSECUTOR'S ASSESSMENT
In the indictment, following the listing of the company's history, share transfer, Mustafa Poyraz's work relationships, and the kinship ties between individuals, an assessment regarding the control of EMKAR was also included.
In the indictment, a determination was made based on the aforementioned data that EMKAR was under the control of Yusuf Yıldız. In the same section of the indictment, it was also alleged that some companies were used to provide price quotes for approximate costs in public tenders, to be invited to negotiated procurement tenders, or to submit side bids in open tenders.

The transactions cover closely related fields of activity such as the purchase of garbage containers, the purchase of second-hand garbage truck containers, maintenance-repair, and the purchase of trucks with garbage containers.
