The 12-article framework law proposal, prepared to establish the legal infrastructure of the Terror-Free Turkey process, was accepted in the TBMM Justice Commission after approximately 18 hours of deliberations. The discussions, during which tensions occasionally rose between deputies from the İYİ Party and the MHP and deputies charged at each other, continued until the morning hours. The proposal passed by the commission is expected to be taken up in the TBMM General Assembly on Monday.
The 12-article framework bill prepared for the Terror-Free Turkey process and submitted to the Presidency of the Turkish Grand National Assembly two days ago with the signatures of 360 deputies was discussed in the TBMM Justice Committee.
Before the meeting, which attracted intense interest from deputies, tension erupted in front of the committee hall. As the doors were opened, some politicians and journalists were left standing.
After the tension subsided, discussions on the bill began at 15:30. The İYİ Party and DEVA Party submitted a motion of unconstitutionality regarding the bill.
ARGUMENT BETWEEN İYİ PARTY MEMBERS AND MHP MEMBERS
During the discussions on the entire bill, tensions occasionally rose. Frequent arguments occurred between İYİ Party deputies who objected to the bill and MHP deputies.
The Chairman of the Justice Committee and AK Party Istanbul Deputy Cüneyt Yüksel wanted to move on to the articles of the bill. İYİ Party deputies who wished to continue their speeches reacted harshly to this. After a brief argument, discussions on the entire bill continued.
DEPUTIES ADVANCED TOWARD EACH OTHER
In the later hours of the night, tension erupted again between İYİ Party deputies and MHP deputies. As deputies advanced toward each other, the meeting was suspended in its 12th hour.
In the committee, discussions on the entire bill, which began with the presentation by the first signatories of the bill, lasted 13 hours. After the discussions were completed, they proceeded to the articles of the bill.
"OPPOSITION STATED THAT THE REGULATION HAS THE NATURE OF A GENERAL AMNESTY"
NTV Reporter Özgür Akbaş described the process, noting that the eighth article was being discussed in the committee as of 08:04.
Akbaş stated that the discussions were expected to last a long time and said:
"We already expected it to be long-lasting. This is a very, very important bill. This is a bill brought to create the legal infrastructure for the Terror-Free Turkey goal. It actually started with difficulties. The committee hall is small. All parties wanted to participate, and there was intense interest from journalists."
Akbaş, stating that the discussions initially proceeded in a calm atmosphere, said that the İYİ Party opposed the bill and that its deputies took the floor to express their views.
Akbaş noted that speeches were also made from the New Party and DEVA Party, and stated that the opposition expressed its view that the regulation has the nature of a general amnesty. He said that names from the AK Party, MHP, and DEM Party, on the other hand, emphasized that the regulation is not an amnesty but a postponement of sentences.
ABDULHAMİT GÜL: "THIS IS NOT A BARGAINING PROCESS"
According to Akbaş, the deputies who signed the bill were given the floor first in the committee. In his speech, Abdulhamit Gül also said that the process is not a "bargaining process."
When the Chairman of the Justice Committee, Cüneyt Yüksel, said that the discussions on the entire bill had ended and that they needed to proceed to the articles, tensions rose again.
RIDVAN UZ WALKED TOWARD CÜNEYT YÜKSEL
During the argument, İYİ Party member Rıdvan Uz left his seat and walked toward Committee Chairman Cüneyt Yüksel.
İYİ Party member Uğur Poyraz and other deputies intervened, preventing any physical contact between the parties.
Akbaş described the events as follows:
"İYİ Party member Rıdvan Uz suddenly got angry, left his seat, and walked toward Yüksel. İYİ Party member Uğur Poyraz and other deputies intervened. Physical contact in the fight was prevented. That was the most heated moment."
After the tension, Cüneyt Yüksel continued to give the floor to İYİ Party deputies regarding the entire bill.
TENSION ROSE AGAIN DURING AYYÜCE TÜRKEŞ'S SPEECH
Meanwhile, İYİ Party Adana Deputy Ayyüce Türkeş Taş also took the floor. Following Türkeş Taş's criticisms of the MHP, tension rose once more in the committee.
Akbaş reported that deputies stood up mutually and nerves were strained.
As the discussions continued until the morning hours, Akbaş said that as of 08:04, the meeting was approaching its 18th hour and the eighth article was being discussed.
"DEMİRTAŞ" POLEMIC IN THE COMMITTEE
During the committee discussions, there was also an argument over Selahattin Demirtaş, the former co-chair of the HDP, who was arrested in November 2016.
According to Akbaş, New Party Group Deputy Chairman Murat Emir argued that the bill was sloppy and said, "Selahattin Demirtaş should have been released."
These words drew a reaction from the DEM Party. Saruhan Oluç stood up and shouted, "Don't construct your sentences over Demirtaş. He is our comrade."
In his assessment of the argument, Akbaş reported that the issue of lifting immunities came to the agenda and the view was expressed that "If those immunities had not been lifted, Selahattin Demirtaş would not be in prison."
ACCEPTED AFTER AN 18-HOUR DISCUSSION
During the hours-long discussions, the articles of the bill were taken up one by one. Despite the tensions that began from the entrance to the hall and continued from time to time throughout the discussions, the committee continued its work.

EYES ON THE TBMM GENERAL ASSEMBLY
For the bill that has completed the Justice Committee stage, the next process will continue in the TBMM General Assembly. The regulation passed by the committee is expected to be taken up in the Parliamentary General Assembly on Monday.
