The vehicle inspection services in Turkey were privatized in two regions, north and south, through a tender held on December 20, 2004. The concession agreements regarding the construction, maintenance, and operation of the first and second region vehicle inspection stations were signed on August 15, 2007. The duration of these agreements will end on August 14, 2027.

Due to the provision in the Regulation on the Opening, Operation, and Vehicle Inspection of Vehicle Inspection Stations stating that "necessary plans, projects, infrastructure, and similar processes must be initiated at least 5 years before the expiration date of the concession agreement for the vehicle inspection tender, and the new tender must be concluded by August 15, 2027, at the latest," action was taken. Preparatory work for privatization has begun to ensure that public service continues without interruption after the expiration of the current contracts. In this context, with the Presidential Decision, vehicle inspection services have been included in the scope and program of privatization again.

20-YEAR PRIVATIZATION

Accordingly, the vehicle inspection service will be privatized for a period of 20 years by granting a concession right. In the tender to be held by ÖİB, the deadline for submitting bids ended yesterday, and to ensure the continuity of public service, the privatization processes will be completed by August 15, 2027. After the bids are received, the result of the tender, which will be conducted through negotiation, will be submitted for the approval of the President, and the decision of the Competition Authority regarding the matter will also be awaited. The contract will be signed after the completion of the Council of State process. The new operators will be the sole providers of vehicle inspection services in the relevant region.

NEW STATIONS WILL BE OPENED DUE TO INCREASING NUMBER OF VEHICLES

According to the relevant legislation, during the 20-year concession period, 30% of the inspection fees will be transferred to the Treasury as a public share for the first three years, 40% for the next 7 years, and 50% for the last 10 years. In the new period, the credit card commission for inspection fee payments made by credit card will not be passed on to the citizens and will be borne by the operators. The obligation to build the vehicle inspection stations that will provide services and to make all necessary machinery and equipment investments will belong to the operators. Additionally, there is also an obligation to open new stations due to the increasing number of vehicles during the 20-year period.

INSPECTIONS WILL BE AT EU STANDARDS

Within the scope of the privatization tender, inspections of motorized and non-motorized vehicles registered in traffic will be carried out according to European Union standards. Thus, it is aimed to ensure that investments related to vehicle inspection stations, which will be carried out under public supervision and control to prevent loss of life and property due to vehicles in traffic accidents, are made and that inspection services are provided through the private sector without imposing any burden on the public budget. Meanwhile, there are approximately 31 million 300 thousand vehicles in Turkey. The majority of the vehicles are cars. Currently, there are 223 fixed and 93 mobile inspection stations operating in the country.
