It could possibly be a prisoner taken to that floor." The report emphasized that this statement indicated "something that had not been previously reported" and contradicted the report of the Department of Justice inspectors, stating, "The new recordings raise more questions about the activities near the floor where Epstein was staying late that evening."

The Department of Justice's documents examined the recordings from the same hour and minute and suggested that the unidentified prison officer carrying an orange "sheet or bedding" could be the person in question. Additionally, the reports revealed that Tova Noel, the female officer on duty on the floor where Epstein's cell was located, was questioned in 2019 regarding the discrepancy in the number of inmates in the building, which was one person short at one point during the night.

Noel stated in her testimony that she "probably made a mistake" in recording the number of inmates as 72 instead of 73, which was the count between 22:00 and 03:00 that night, and she did not remember the number changing.

Former FBI Deputy Director Dan Bongino claimed in an interview with Fox News last summer that on the night of Epstein's death, no one was present on the same floor except for a security officer, asserting that "the footage is quite clear." It was alleged that the only camera known to be recording that night was positioned in a way that partially obscured the stairs leading to Epstein's cell, while the camera at the other angle was said to not be recording.
