The amount that those who want to complete their missing contribution days through military service, maternity buyback, or Bağ-Kur reinstatement will pay will increase with the raise to the minimum wage in January. The current cost of a one-year reinstatement or military service buyback, 178,362 lira today, could rise to 229,000 lira if the minimum wage is increased by as much as the inflation forecast in the Medium-Term Program. The increase in cost could exceed 50,000 lira annually.
Borrowing and reinstatement amounts are calculated based on the gross minimum wage, which is the lower limit of earnings subject to premiums. Therefore, the minimum wage increase in January will directly affect the cost for those who want to complete their missing premiums for retirement.
BORROWING AND REINSTATEMENT RATE HAD RISEN TO 45 PERCENT
With Law No. 7566 published in the Official Gazette dated December 19, 2025, the premium rate applied to military service and other service borrowing was increased from 32 percent to 45 percent as of January 1, 2026. The rate applied to the reinstatement of suspended insurance periods in Bağ-Kur was also raised from 34.75 percent to 45 percent. In maternity borrowing, however, the rate was kept at 32 percent.
The borrowing amount is calculated on an earnings amount to be determined by the applicant, between the lower and upper limits of daily earnings subject to premiums. In 2026, the daily gross minimum wage, i.e. the lower limit, is 1,101 lira, while the upper limit is 9 times this, 9,909 lira.
CURRENT COST: 1 YEAR OF REINSTATEMENT IS 178 THOUSAND LIRA
According to the calculation made from the lower limit, the daily cost of military service borrowing and Bağ-Kur reinstatement is 495.45 lira. This amount corresponds to 14,863.50 lira per month and 178,362 lira per year. The current cost of 18 months of military service borrowing is 267,543 lira.
In maternity borrowing, the lowest daily amount is applied as 352.32 lira, and the monthly amount as 10,569.60 lira.
IF THE RAISE IS AS MUCH AS THE INFLATION FORECAST, THE DIFFERENCE WILL EXCEED 50 THOUSAND LIRA
In the Medium-Term Program for the 2027-2029 period announced by Vice President Cevdet Yılmaz on September 6, the 2026 year-end inflation forecast was set at 28.4 percent. If the minimum wage is increased by this rate in January, the daily cost of reinstatement and military service borrowing will rise to 636.16 lira, and the monthly cost to 19,084.73 lira.
In this scenario, the cost of 1 year of reinstatement will rise to 229,016 lira, and the annual difference will reach 50,654 lira. The cost of 18 months of military service borrowing will reach 343,525 lira. The monthly amount of maternity borrowing will also rise to 13,571 lira. It is noted that the minimum wage increase is not yet certain and that the calculation is based on an assumption.
THERE IS A 1-MONTH AND 3-MONTH PERIOD FOR PAYMENT
In service borrowing, payment must be made within 1 month from the notification of the Social Security Institution's (SGK) letter stating the debt amount. In Bağ-Kur reinstatement, the payment period is 3 months from notification. Debt not paid within the period is considered invalid.
In borrowing, part of the period needed can be borrowed. In reinstatement, however, all of the requested suspended periods must be reinstated.
PAY ATTENTION TO THE “LAST 7 YEARS” RULE
For those who work under more than one status and were insured before 2008, the status from which they will retire is determined by which status has more premiums paid during the last 7 years, that is, 2,520 days. If at least 1,261 days of the last 2,520 days were paid under SSK, SSK conditions apply. Therefore, those who are Bağ-Kur insured and complete their missing premiums under SSK status can retire with fewer premium days.
