The claim of "$300 billion investment in Iran," previously denied multiple times by US President Donald Trump, has been officially confirmed. In Article 6 of the 14-point agreement prepared, it was revealed that the US has committed to preparing a $300 billion economic development plan for the reconstruction of Iran and will provide all necessary exemptions.
The US and Iran have electronically signed a 14-point memorandum of understanding to end the war. A 60-day negotiation process for the final agreement has begun.
ARTICLE 6 STANDS OUT IN THE 14-POINT MEMORANDUM
In the revealed 14-point memorandum, the detail that most attracted the attention of the international public was Article 6, which directly targets Iran's economic development. With this article, it has gained an official basis that the US, together with its regional allies, will provide billions of dollars in funds to Iran.
THAT "300 BILLION DOLLAR" ARTICLE
The historic statements in Article 6 of the memorandum, which make the US commitments binding, were recorded in the official text as follows:
"The US, together with its regional partners, commits to preparing a precise and mutually agreed plan amounting to at least 300 billion US dollars for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of the final agreement to be signed within 60 days. All necessary licenses, exemptions, and permits for the relevant financial transactions will be issued by the US."
TRUMP HAD DENIED IT REPEATEDLY
US President Donald Trump has signed a critical economic commitment regarding Iran, which he had repeatedly denied and strongly opposed until today. The issue of the massive investment, which he previously claimed was "unfounded," has been clearly included in the official memorandum of understanding prepared between the parties.
HERE IS THE 14-POINT MEMORANDUM OF UNDERSTANDING
The 14-point memorandum read by the US official consists of the following articles:
"1- The US and the Islamic Republic of Iran sign this memorandum of understanding to declare an immediate and permanent cessation of military operations on all fronts, including Lebanon, commit not to initiate any war or military operation against each other henceforth, refrain from using force or threatening to use force against each other, and ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, and the other provisions of this paragraph.
2- The US and the Islamic Republic of Iran commit to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.
3- The US and the Islamic Republic of Iran commit to negotiate and conclude the final agreement within a maximum of 60 days, which period may be extended by mutual consent.
4- Immediately after the signing of this memorandum of understanding, the US will begin lifting the naval blockade and all types of obstructions or disruptions against the Islamic Republic of Iran and will completely end the naval blockade within 30 days. During this period, vessel traffic will be proportional to the pre-war traffic volume re-established by the Islamic Republic of Iran. The US also commits to withdrawing its forces near the borders of the Islamic Republic of Iran within 30 days after the signing of the final agreement.
5- After the signing of this memorandum of understanding, the Islamic Republic of Iran will make all necessary efforts, doing everything in its power, to enable the free and safe passage of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa, for a period of only 60 days, and will implement the necessary arrangements. The traffic of commercial vessels will begin immediately, and these arrangements will take effect within 30 days, taking into account the need for the removal of technical and military obstacles and mine clearance by the Islamic Republic of Iran. The Islamic Republic of Iran, within the framework of applicable international law and the sovereign rights of the coastal states of the Strait of Hormuz, will enter into dialogue with the Sultanate of Oman to determine the future administration and maritime services in the Strait of Hormuz, in consultation with other Persian Gulf coastal states.
6- The US, together with its regional partners, commits to preparing a precise and mutually agreed plan amounting to at least 300 billion US dollars for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of the final agreement to be signed within 60 days. All necessary licenses, exemptions, and permits for the relevant financial transactions will be issued by the US.
7- The US commits, as part of the final agreement, according to an agreed timetable, to lift United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all unilateral US sanctions, including primary and secondary sanctions. The Islamic Republic of Iran and the US acknowledge the critical importance of lifting the aforementioned sanctions and express their intention to address these matters immediately in negotiations to achieve mutual agreement on these issues.
8- The Islamic Republic of Iran reaffirms that it will not procure or develop nuclear weapons. The US and the Islamic Republic of Iran have agreed, within a mutually agreed mechanism in accordance with the timetable specified in paragraph seven, to resolve the disposal of enriched material stocks through a minimal method involving in-country dilution under IAEA supervision. The parties have also agreed to discuss the enrichment issue and other mutually agreed matters related to the nuclear needs of the Islamic Republic of Iran based on a satisfactory framework to be agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph, and the Islamic Republic of Iran will acknowledge the vital importance of the aforementioned nuclear issues. The parties express their intention to address these matters immediately in negotiations to achieve mutual agreement on these issues.
9- Until the final agreement is signed, the US and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status of its nuclear program, and the US will not impose any new sanctions and will not deploy additional troops to the region.
10- The US commits, immediately after the signing of this memorandum of understanding and until the termination of sanctions, that the US Department of the Treasury will issue exemptions for the export of Iranian crude oil, petroleum products, and derivatives, as well as all related services including banking transactions, insurance, shipping, etc.
11- The US commits, upon the entry into force of this memorandum of understanding, to fully release the use of frozen or restricted funds and assets belonging to the Islamic Republic of Iran.
The United States and the Islamic Republic of Iran shall mutually agree on the procedures for the release of these funds during the negotiations. These funds, whether obtained from the original account or via transfer, shall be made fully available for payments to the ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States commits to issuing all necessary licenses and permissions accordingly.
12- The United States and the Islamic Republic of Iran have agreed that an implementation mechanism shall be established to monitor the successful implementation of this memorandum of understanding and future compliance with the final agreement.
13- Following the signing of this memorandum of understanding, and provided that paragraphs 1, 4, 5, 10, and 11 of this memorandum have been implemented and continue to be implemented, the United States and the Islamic Republic of Iran shall commence negotiations exclusively on the other paragraphs regarding the final agreement.
14- The final agreement shall be approved by a binding UN Security Council resolution. "
PAKISTAN ALSO SIGNED THE MEMORANDUM TEXT
Pakistani Prime Minister Shehbaz Sharif shared details of the memorandum agreement.
Stating that the two countries electronically signed the "Islamabad Memorandum Agreement," Sharif noted that the agreement was electronically signed by the presidents of the two countries.
Sharif said, "The signing of this agreement at the highest level of the relevant governments demonstrates both parties' commitment to resolving the conflict through diplomatic means. The Islamabad Memorandum Agreement will enter into force immediately, and as a first step, Iran will immediately reopen the Strait of Hormuz, while the United States will immediately lift the naval blockade."
Sharif noted that Pakistan, with the support of co-mediator Qatar, will hold an official ceremony in Switzerland on June 19, 2026, as planned, to initiate technical-level talks, and expressed his thanks to US President Donald Trump regarding the matter.
Expressing deep respect and appreciation to Iranian leader Mojtaba Khamenei and Iranian President Masoud Pezeshkian, Sharif also stated his appreciation for the efforts of the Iranian negotiation team, including Iranian Parliament and Negotiation Team Chairman Mohammad Bagher Ghalibaf and Iranian Foreign Minister Abbas Araghchi.
Sharif said, "I would especially like to appreciate the sincere efforts and constructive engagement of the Qatari leaders who helped reach this point. I also extend great appreciation to the leaders of Saudi Arabia, Turkey, and Egypt for their indispensable roles and invaluable contributions in this regard."
Sharif finally noted his wish that this memorandum of understanding would serve as a "lasting foundation of greater understanding, mutual respect, and shared prosperity" for the entire region.
