The regulation regarding driving schools and driver's license exams has changed. The period of disqualification from exams for those who take or attempt to take the exams on behalf of someone else, or who allow someone else to take the exam on their behalf, has been increased from 2 years to 5 years. Driving candidates will be given two attempts for the parking maneuver during the driving exam. The exam duration will be 40 minutes.
The Regulation on Amendments to the Private Motor Vehicle Drivers Course Regulation has been published in the Official Gazette. Some of these changes will come into effect after 6 months.
EXAMS WILL BE HELD ON 2 DIFFERENT ROUTES
According to the regulation prepared by the Ministry of National Education, the practical driving exams will be conducted on 2 different routes approved by the provincial or district directorates of national education and in accordance with the relevant legislation. Disabled students will be able to take the exams by receiving training with their own or another vehicle that meets the standards and their disability.
DRIVING EXAM DURATION WILL BE EXTENDED TO 40 MINUTES
Successful students in the exams will be able to obtain their Motor Vehicle Drivers Course Certificate electronically through the e-Government system. The exams will be held between 07:00-21:00 instead of 07:00-18:00, and the practical exam duration of 35 minutes for each student will be extended to 40 minutes. The exams will be conducted on the route determined by drawing lots at the meeting held by the exam administration commission on the morning of the exam day.
SECOND CHANCE FOR THOSE WHO CANNOT PARK IN ONE MOVE
If the students fail to park between the cones in one move during the reverse parking practice, they will be allowed to make the same move once again.
Those who meet the conditions specified in the second paragraph of Article 85 of the Highway Traffic Regulation and want to obtain a "A1" class certificate will be given a "A1" class certificate if they successfully pass the practical driving exam by receiving half of the specified driving training hours in the regulation. The ages of the training and exam vehicles will be calculated as one year in the first calendar year after the date of manufacture at the factory.
"NEW TYPE IDENTITY CARD" OBLIGATION DURING REGISTRATION
In case the documents that need to be obtained from official institutions and organizations cannot be obtained due to delays caused by the relevant institutions, an additional period of one month will be given for the completion of the deficiencies specified in the inspection report. The presentation of the new type of Turkish Republic identity card will be mandatory during registration for the courses.
PHOTOGRAPH OF THE STUDENT WILL BE TAKEN DURING REGISTRATION
In order to eliminate the problems in the field and prevent fraud, the student's photo will be taken by the course during registration, transferred to the system, and confirmation will be obtained that the photo and information belong to the student. The invoice issued for the student will also be entered into the Private MTSK Module to prevent informal registration in terms of finance.
THOSE WHO FAIL 4 EXAMS CAN TRANSFER TO ANOTHER COURSE
Those who fail in the first 4 exams of the practical driving training can transfer to another course if they wish to use their second 4 exam rights.
DELETING REGISTRATION WILL EXEMPT FROM THEORETICAL TRAINING
Those who voluntarily delete their registration after passing the theoretical exams and those who fail in the practical driving exams will be exempt from theoretical training and exams when they re-register for the course within 3 years. Those who have mandatory military service, pregnancy, childbirth, or a long-term illness requiring treatment can freeze their exam rights and use their remaining exam rights after the end of their excuse periods.
5-YEAR PENALTY FOR THOSE WHO SUBSTITUTE SOMEONE ELSE IN THE EXAM
Those who threaten, insult, or use force to prevent the work of the commissions or other officials in the exams, those who substitute someone else in the exam or attempt to do so, and those who allow someone else to take the exam in their place or attempt to do so will not be able to participate in the exams to be held for a period of 5 years within the scope of Law No. 5580.
The practical driving exam and evaluation commissions will be able to conduct the exams of 10 students instead of 12 in one day. In case there are not enough practical driving exam and evaluation commission members for the certificate class where the exam will be held in the district, assignments can be made from other districts for this certificate class.
"TURNING IN A NARROW AREA" PRACTICE
The exam administration commission will conduct the necessary inspections on the route where the practical driving exam will be held one day before the exam. It will be checked whether there are signs that facilitate the student's vehicle use in the practice areas and whether there are any conditions that would hinder the conduct of the exam on the route.
In the training and exams, a maximum of three moves will be allowed for reverse parking in a narrow area for the car class, and a turning practice will be conducted for the motorcycle group in a narrow area.
SOME OF THE CHANGES WILL COME INTO EFFECT AFTER 6 MONTHS
As part of the regulation amendment, the practical driving exam and evaluation commission members and driving instructors will be included in in-service completion training within a maximum of 2 years in order to adapt to the changes made. Some of these changes will come into effect after 6 months.
