At Akdeniz University, which came into the spotlight due to a hidden camera scandal, a disciplinary investigation into former vice-rector Prof. Dr. M.T. and three academics revealed that the treatment of cancer patients was delayed. The rectorate has submitted a proposal to the Council of Higher Education (YÖK) for the dismissal of the four academics from public service.
Prof. Dr. M.T., who has served in positions such as vice-rector and chief physician at Akdeniz University, along with Prof. Dr. A.B.T., Prof. Dr. Ü.O., and Assist. Prof. Dr. M.A.; were suspended from their duties last March as part of an investigation into allegations that the treatment of cancer patients was delayed, irregular transactions were made to SGK, and systematic mobbing was applied to research assistants. The disciplinary investigation regarding these allegations has been completed.
IRREGULAR COLLECTION AND SURGERY MANIPULATION TO SGK
At the end of the investigation, it was determined that professors M.T., A.B.T., and Ü.O., along with Dr. M.A., had conducted transactions contrary to SGK regulations in the clinic where they worked, and had carried out irregular collections by manipulating surgery codes. The report stated that some surgeries were entered into the system as if they had been performed, even though they had not been done, and that surgeries performed at the end of the month were shown as if they were performed again the following month, resulting in a second fee collection from SGK.
TREATMENT OF CANCER PATIENTS DELAYED
According to the allegations, it was found that the aforementioned academics postponed surgeries for patients with cancer or suspected cancer on the grounds of 'no intensive care unit available' and prioritized their own private patient groups. The investigation included claims such as, "While giving appointments to cancer patients weeks later, they prioritized their own patients for surgeries like robotic sleep apnea surgery."
ALLEGATIONS OF MOBBING AND EDUCATIONAL OBSTRUCTION TO ASSISTANTS
The investigation report also stated that the four academics systematically pressured research assistants, organized work plans according to their personal preferences, and knowingly obstructed the educational rights of some assistants. Statements indicated that the faculty members said things like, "I will only teach those who are in my team; those outside my team can just do two tonsillectomies and go," and that they applied psychological violence by making assistants work on menial tasks.
The report mentioned that some research assistants were attempted to be intimidated with threatening statements, including, "I can make such allegations about you, I can disturb you psychologically, you will keep going back and forth between Istanbul and Ankara to fix this."
"BEHAVIORS INCOMPATIBLE WITH PUBLIC SERVICE"
As a result of the investigation, the allegations against the four individuals were evaluated as 'shameful and disgraceful actions incompatible with public service or the status of a faculty member.'
As a result of the disciplinary investigation, a proposal for dismissal from public service was made for Prof. Dr. M.T., Prof. Dr. A.B.T., Prof. Dr. Ü.O., and Dr. M.A. according to the b-6 and c clauses of Article 53 of Law No. 2547. The proposal for dismissal from public service regarding the four academics, three of whom are professors, was deemed appropriate by the Rectorate and sent to the YÖK Presidency.
On the other hand, it was learned that during the investigation process, Dr. M.A. resigned in April, and Prof. Dr. Ü.O. retired in July. After YÖK completes its review of the relevant file, a final decision regarding the academics is expected to be made shortly.
THERE WAS ALSO A HIDDEN CAMERA ALLEGATION
Former vice-rector Prof. Dr. M.T. was also in the spotlight due to the detection of a hidden camera he set up in front of his office, which was not included in the university's security system. A separate disciplinary investigation was conducted regarding this incident as well. It was stated that the camera constituted abuse of duty, violation of trust, and violation of personal privacy, and again a proposal for 'dismissal from public service' was sent to YÖK.
