In water bills, the environmental cleaning tax, solid waste collection fee, and waste disposal fee will be collected in one go. The goal of the new system is to prevent water waste and reduce environmental damage.
DETAILS OF THE REGULATION
Ali Rıza Öner, President of the Association of Waste Management and Energy Production from Waste (TAYED), evaluated the details of the regulation to a group of journalists. Öner stated that the 'Environmental Cleaning Tax (ÇTV), solid waste collection fee, and solid waste disposal fee' collected from water bills should be uniform across the country, including the collection and disposal of solid waste, as part of the regulation planned to be implemented in 2026.
"AS THE BILL INCREASES, THE FEE WILL ALSO INCREASE"
Öner expressed that the method of "those who pollute the most should pay the most" is correct, stating, "Those benefiting from wastewater and household solid waste services will now face increasing fees based on their usage to cover the total system cost determined according to full cost-based tariffs for all services provided regarding wastewater and household solid waste. With this regulation, the Ministry aims to increase water conservation while also planning to charge more from those who consume more water and generate waste based on the 'polluter pays' principle. Since the fee here is planned to be a percentage, the fee collected will also increase as the water bill increases," he said.

Öner stated that the revenues obtained by municipalities in this context cannot be used for any other purpose outside of wastewater and household solid waste services, saying, "As is known, metropolitan municipalities are responsible for the management of water in cities. Therefore, metropolitan municipalities, which are held responsible for a possible increase in water, were not reflecting the amounts that district municipalities deserved by not daring to increase water prices. In other words, they were saying, 'I look like I'm making the increase, but I'm not gaining anything from it.' There are also a limited number of provincial water authorities that reflect these fees. The Ministry wants to extend the period, leaving the problem to the responsibility of the municipality so that they cannot make an increase, and if they do, they cannot use it. Therefore, the regulation planned to start this year has been postponed to 2026," he said.
