The Ministry of National Education has made it mandatory for payments for food, clothing, and stationery services provided in private schools to be deposited into the school's official account. With the new regulations, pricing will be determined for all services.
The Ministry of National Education announced that payments to be made by parents for services such as meals, clothing, and stationery in private schools are under close monitoring. The Ministry stated that, according to the new regulation, it is mandatory for these services, which are included in the scope of "fee determination," to be deposited into the school's corporate account. It also emphasized that agreements should be conducted with the institution's management rather than third parties.
A LETTER HAS BEEN SENT FROM THE MINISTRY TO 81 PROVINCES
In the letter sent from the Ministry to the provinces, it was reminded that the changes made in the "Regulation on Private Educational Institutions" of the Ministry of National Education were published in the Official Gazette dated January 3, 2025. The letter stated that with the new provision added under the title "fee determination" in Article 53 of the Regulation, all services provided in private schools through service procurement or similar methods have been included in the scope of "fee determination." According to Article 55 of the Regulation, it was conveyed that it has become mandatory for the fees received by private schools for "other services" along with the education fee to be deposited into the bank account opened in the name of the institution.
EVERY SERVICE PROVIDED AT SCHOOL WILL BE RECORDED
The letter expressed that private schools must determine fees in accordance with the regulations for all services they provide, even if through the "service procurement" method, and that these fees must be announced within the specified periods and stated in the registration contracts made with parents. It was emphasized that if commonly used goods and services in schools operated by the same founder or through brand licensing are procured through methods such as electronic commerce, they also fall under this scope and are subject to the obligation of fee announcement.
FEE ANNOUNCEMENT IS MANDATORY FOR MATERIALS OTHER THAN TEXTBOOKS
The letter reminded that the primary principle in private schools is to teach only textbooks approved by the Ministry of National Education, but it also stated that in cases where optional auxiliary educational materials are used, fees must be determined and announced in accordance with the provisions of the regulation. Although it was stated that direct service provision is not carried out in schools, it was noted that the same rules apply to educational materials and student clothing that are procured through methods such as electronic commerce and widely used in schools.
MEAL AND BREAKFAST FEES WILL ALSO BE DEPOSITED INTO THE SCHOOL ACCOUNT
It was reported that it is not appropriate for parents to make direct agreements with third parties for meal and breakfast services, and that the service should be conducted through an agreement made with the institution's management. The Ministry requested that provincial national education directorates inform private schools in accordance with these regulations and carry out inspections with sensitivity.
