In Turkey, which uses the cheapest electricity in Europe, the rate will be updated during the cost-based tariff period in order to ensure that support is provided to households that truly need it. CONSUMPTION TIER WILL BE REDUCED TO 3000 KILOWATT-HOURS
According to a report by Sabah, the ministry will reduce the currently applied low tariff consumption tier from 5000 kilowatt-hours per year to 3000 kilowatt-hours by the end of this month. The new application will come into effect on January 1, 2026. With this regulation, subscribers consuming above the tier will pay their bills based on actual costs. Thus, high-consuming households will contribute to the system more fairly by paying a price closer to the energy cost.
For a long time, subsidies applied to both electricity and natural gas have been providing support to 86 million citizens. However, steps are being taken to ensure that low, middle, and high-income groups are not supported at the same rate. The Ministry of Energy will also update the last resource supply tariff it implemented this year to ensure that households in the upper income group pay a price closer to the actual cost of the electricity they use.
MILLIONS OF HOUSEHOLDS WILL CONTINUE TO RECEIVE SUPPORT
In the new system, it is aimed that at least 85% of subscribers will remain within the support scope. Thus, millions of low and middle-income households will continue to have their electricity bills supported. Only High Consumers Will Pay the Real Price In the currently applicable 5000 kilowatt-hour system, those consuming 347 kWh or more per month pay a higher tariff. This affects approximately 1.2 million subscribers — or 3% of subscribers across Turkey.
With the new tier, households that exceed 3000 kilowatt-hours annually — meaning those using more than an average of 250 kWh per month — will pay a higher tariff.
This group generally includes high-income users living in homes larger than 3+1, those with many electrical devices, or those with electric vehicles. According to ministry data, a 60% to 100% increase in their bills is expected.
SUPPORTS WILL CONTINUE
85% of subscribers across Turkey consume less than 240 kWh of electricity per month. This corresponds to an annual consumption of around 2880 kWh. Therefore, even with the new tier, the vast majority of the society will continue to benefit from the subsidized tariff. The Ministry of Energy aims to distribute energy subsidies more fairly according to income levels and to increase energy efficiency across the country with the new system.
