A major operation was launched against law offices that illegally seized citizens' personal data through 'HukukBİS-AsistBİS' panels and conducted fraudulent transactions via debt messages. While Justice Minister Akın Gürlek announced that detention orders were issued for 31 lawyers, it emerged that the list of 39 offices searched included the law office of the son of Yargıtay Republic Prosecutor Ramazan Solmaz.
A major operation has been launched against law offices that illegally obtained citizens' personal data through illegal panel systems and carried out unauthorized transactions with messages such as "you have a debt" and "foreclosure has been initiated." In the investigation centered in Istanbul, detention decisions were issued for 31 lawyers, and it was learned that the list of 39 offices under review included the law office of the son of Court of Cassation Public Prosecutor Ramazan Solmaz.
Minister of Justice Akın Gürlek explained the details of the judicial process against law offices that accessed citizens' personal data, with whom they had no legal connection, through illegal systems and sent messages such as "your debt has fallen into legal collection," "you missed the reconciliation process," or "foreclosure proceedings have been initiated against you." In the comprehensive investigation conducted by the Istanbul Chief Public Prosecutor's Office, detention decisions were issued for 31 lawyers.
"HUKUKBIS-ASISTBIS" SYSTEM UNDER SCRUTINY
In the previous phases of the investigation, the technical examination of digital materials obtained from suspects Barış Sakızlı, Abdurrahman Kayseri, and fugitive Zafer Çam was completed. The findings revealed that panel access records belonging to numerous law offices operating in Istanbul, user information, Google Authenticator verification codes, traces of remote connection programs such as AnyDesk and TeamViewer, and bulk Excel and Word files were seized. It was determined that the illegal panels were installed on computers in law offices via remote access software, verification applications were used for system logins, and accounts were actively managed from within the offices.
THEY HAD ACCESS TO ALL PERSONAL DATA
In the illegal panel systems under review, a broad module structure providing access to citizens' most private information was identified. It was understood that the following queries could be made in the system:
- Citizen, identity, family, and residence inquiry
- SGK records and employee information inquiry
- Identifying a person via GSM number, and determining a phone number from identity information
- Land registry records, taxpayer, and parcel inquiry
Within the scope of the investigation, in addition to the individuals who sold and installed the panels, money transfers in bank accounts registered under the names Fatih Aslan, Muhammed Sefa Bircan, Talha Çorapçıoğlu, Kaya Aslan, Kurtuluş Hüneroğlu, and Ali Çorapçıoğlu, to whom access fees were transferred, were also included in the evidence file.
SOLMAZ'S SON'S OFFICE ALSO ON THE LIST
In line with the digital and financial evidence obtained, search, seizure, and digital examination measures were initiated at 31 law offices by the decision of the Istanbul 5th Criminal Court of Peace. Solmaz Partners was ranked 21st among the offices subject to the examination decision. It was learned that the office's lawyer, Ali Faruk Solmaz, is the son of Ramazan Solmaz, who was appointed from the Bursa Chief Public Prosecutor's Office to the Court of Cassation Public Prosecutor's Office with the HSK November 2025 decree.
