The framework law proposal, prepared to form the legal basis for the Türkiye without Terrorism process, was submitted to the Turkish Grand National Assembly (TBMM) Presidency with the signatures of 360 members of parliament.

While the proposal, whose first signatory is MHP Chairman Devlet Bahçeli, received support from the entire MHP group, it drew attention that Istanbul Deputy İzzet Ulvi Yönter was not on the signature list.
According to journalist Nergis Demirkaya's report, Istanbul Deputy İzzet Ulvi Yönter, who resigned from his position as MHP Deputy Chairman but continues his duties as a deputy and member in the party, did not sign the proposal.
A NOTEWORTHY POST FROM YÖNTER
Following the absence of his name on the proposal's signature list, Yönter made a post on his social media account. In his message, Yönter stated, "I have one life; let it be sacrificed to the homeland, the nation, the state, and my cause..."
HE HAD RESIGNED FROM HIS DUTY IN MARCH
İzzet Ulvi Yönter's failure to sign the law proposal brought his departure from the party leadership on March 27 back to the agenda. In a post on his social media account at that time, Yönter had announced his resignation with these words: "Upon what I deemed necessary, I am resigning from the MHP Deputy Chairman position. I present it to the public's knowledge."
BAHÇELİ SAID "HE ASKED FOR PERMISSION FOR ACADEMIC STUDIES"
While claims of a crisis within the party were discussed after Yönter's resignation, MHP Chairman Devlet Bahçeli clarified the matter. Bahçeli stated that Yönter "asked for permission" from him to focus on his academic studies, emphasizing that there was no resentment or grudge behind the resignation decision.
Despite all this history, the fact that Yönter's signature was not on the framework law proposal, whose first signatory is MHP Leader Bahçeli and to which he attaches great importance, became a topic of debate again in political circles.
