President Erdoğan, referring to the support packages for SMEs in Turkey, stated, "We have launched the HIT-30 program to make a leap in high technology. Under this program, we will provide a total of 30 billion dollars in support for investments in 8 priority areas until 2030."

President Recep Tayyip Erdoğan made statements at the 28th Ordinary General Assembly of MÜSİAD held at the Haliç Congress Center. Noting that inflation has decreased over the last 11 months, President Erdoğan explained the new incentive packages.
"PROTECTIONIST POLICIES IN TRADE ARE INCREASINGLY STRENGTHENING"
In his speech here, President Erdoğan stated, "We have achieved many things that were deemed impossible. We have realized many dreams. We have disrupted many games. We have torn up and thrown away many dirty scenarios. We have overcome many obstacles, adversities, and impossibilities. We have been patient and fought. With God's help, we have run from success to success. From now on, we will disrupt every game and, with God's permission, overcome every obstacle. I have always felt proud to walk this path with you for 35 years, and I still feel proud. We have always supported MÜSİAD's struggle on behalf of our country, our nation, our democracy, and human values. Our world is going through a critical process where historical changes are taking place as much as it is painful. We left behind the health aspect of the Covid pandemic, which turned our lives upside down in many areas, three years ago, thank God. However, the tremors caused by the earthquake in the global economy are still ongoing. Protectionist policies in trade are increasingly strengthening. The resistance in inflation, which peaked during the pandemic in the last 60-70 years, has not yet been broken. The fear of inflation has become a fundamental determining factor in the economic policies of many countries around the world, including developed economies," he said.
"THE GLOBAL ECONOMY IS TRYING TO NAVIGATE IN A STORMY SEA"
Noting that the global economy is trying to navigate in a stormy sea, President Erdoğan said, "It seems that the atmosphere of uncertainty will continue for a while longer, especially with the negative effects of the escalating tensions over customs tariffs. Risks and threats are increasingly rising across a wide spectrum, from international relations to politics and social movements. We see that the global economy is trying to navigate in a stormy sea. It will take a little more time for the stones to settle and the waters to calm down. We believe that making our projections accordingly will be the smartest choice for the near future. As a government, we are abundantly equipped with the plan, program, experience, and will to safely bring the ship to port in stormy waters. We are moving forward calmly and patiently, regardless of the crises that erupt every day. We are making our decisions by calculating the pros and cons on an extremely rational ground. With the stability and reform program we implemented two years ago, we strengthened the foundations of our economy. We reduced our external vulnerabilities. We increased our resilience to shocks. We ensured macro-financial stability. Thus, we created a solid ground for permanent and sustainable growth. One of the most important goals of the program is to fundamentally relieve our citizens from the burden of high living costs. We have made significant progress on this path in the last two years. Annual inflation has been continuously decreasing for 11 months. In April, we reached the lowest level in the last 40 months. God willing, there will be more to come," he expressed.
"UNREGISTERED ECONOMY IS UNFAIR COMPETITION ABOVE ALL"
Stating that they cannot take a step back from the fight against the unregistered economy, President Erdoğan said, "We are also not compromising on our other priority of fiscal discipline. While quickly healing the wounds of the earthquake, we are continuing the spending discipline and savings measures we initiated last year with the same determination this year. The unregistered economy has long been at the top of our country's chronic problems. The unregistered economy is, above all, unfair competition. The state's duty is to protect those who pay their taxes properly and regularly, keep their accounts correctly, and conduct their business according to the rules. Turning a blind eye to the unregistered economy would mean depriving these brothers of their rights. Therefore, we cannot take a step back from the fight against the unregistered economy. We expect your support on this matter. Thank God, the picture is positive in the external balance as well. Our current account deficit is steadily decreasing. Excluding gold, we are generating a current account surplus. The decline in oil prices is working in our favor. It is reducing both inflation and the current account deficit. We are also at historic levels in employment. Our unemployment rate fell to 7.9% in March. This rate is 6.5% for men and 10.6% for women. These figures indicate the lowest level in the last 20 years. I also find it useful to express that there may be temporary slowdowns in domestic and foreign demand depending on developments. These are quite natural. We neither ignore them nor get stuck on them. We continue on our path with a sustainable and inclusive growth target that goes beyond short-term fluctuations. We have successfully passed the test against the fluctuations experienced in the last 1.5 months. We have once again seen how resilient the program is against shocks, manipulative attacks, and sabotage attempts. The operations of certain circles backfired. Because starting from this week, our reserves have begun to increase again. With the reduction of global uncertainties, we will all witness that Turkey is positively differentiating among developing countries," he stated.
"WE OFFER ADVANTAGEOUS INVESTMENT LOANS"
President Erdoğan stated that they have maintained their commitment to quality growth principles, saying, "I would like to draw your attention to one particular issue here. Investment, production, export, employment. We are maintaining our commitment to quality growth principles along with these. Within the framework of these principles, we do not leave any segment behind. We, as the state, cover a significant portion of the financing costs of the loans used by our farmers, tradesmen, producers, and exporters. In the loans used by our farmers, we pay 7 out of every 10 liras of financing costs on average.
30 BILLION DOLLARS SUPPORT FOR TECHNOLOGY INVESTMENTS
"We also cover half of the financing costs in the loans of our tradesmen and exporters. There are 15 different treasury-backed guarantee packages in effect for our SMEs. There is an opportunity of 111 billion liras here. In March, we activated 50 billion liras of this and directed it primarily to our exporting companies. As you know, we implemented the investment commitment advance loan program last year. In this context, we identified 284 strategic products and allocated a total of 300 billion liras. We are offering extremely advantageous investment loans at one-third of the market financing cost to companies that want to produce these products. I call on the MÜSİAD community to take advantage of this. We have launched the HIT-30 program to make a leap in high technology. Within the scope of the program, we will provide a total of 30 billion dollars in support for investments to be made in 8 priority areas until 2030. Our call is open for battery, electric vehicle, and chip investments. Soon, we will also launch new calls in the fields of biotechnology, data-centric industrial robots, and green hydrogen.

He stated, "The MÜSİAD family must definitely be present in these areas."
"BOTH SOFTWARE PRODUCERS AND THOSE PROVIDING SERVICES IN TOURISM FEEL THE SUPPORT OF THE STATE BEHIND THEM"
President Erdoğan, who noted that there is very strong support for our exporters, said, "It is very important to understand this well: export is not just foreign currency income. Export is production, employment, and prosperity. We increased the daily rediscount credit limit we provide to our companies by 13 times. We raised it from 300 million lira to 4 billion lira. We quadrupled the capital of Eximbank. The financing cost of our rediscount credits is also well below the market. Here, we subsidize half of the financing cost. Thanks to this advantage alone, in 2024, our exporters were spared from paying an additional cost of 171 billion lira. Our supports are not limited to goods exports. Both software producers and those providing services in tourism feel the support of the state behind them. Eximbank provided a total of 49 billion dollars in financing to 18,000 exporters in 2024. 83% of these firms are SMEs. In the first 4 months of the year, we have already disbursed 15.7 billion dollars. I would like to express that we stand by anyone who wants to produce, anyone who wants to invest, and anyone who provides employment, and we will continue to stand by them," he said.
