Trabzon Metropolitan Municipality, in a statement regarding the incident where a university student jumped onto the road while fleeing from a dog and was hit by a bus, announced that the incident occurred within the authority and responsibility of the CHP-led Ortahisar Municipality. The statement said, "The collection of stray animals and their transportation to the shelter is directly the responsibility of the district municipalities."
Recently in Trabzon, in the Değirmendere neighborhood, Cennet Nesibe Gül, a second-year student at Karadeniz Technical University (KTU) Faculty of Pharmacy, was attacked by a stray dog while returning to her dormitory from the street.
While trying to escape from the dog, Gül jumped onto the road, and at that moment, a public bus passing by hit her. Gül was dragged for meters due to the impact and was taken to KTU Farabi Hospital by ambulance.

It was learned that Gül, who underwent surgery, had damage to her internal organs and fractures in various parts of her body. There was a reaction to the incident, with municipal teams particularly becoming the focus of the protests.

Following the shocking incident, a statement came from Trabzon Metropolitan Municipality. The statement clarified that the incident occurred within the jurisdiction and responsibility of the CHP-led Ortahisar Municipality. It was stated, "The collection of stray animals and their transportation to the care center is directly the responsibility of the district municipalities."
