Montenegro has changed its visa policy as part of the EU harmonization process. Under the new regulation, citizens of five countries, including Turkey, will be required to obtain a visa to enter Montenegro as of November 1, 2026.
The Ministry of Foreign Affairs of Montenegro announced that changes have been made to the visa regime as part of the accession negotiations with the European Union (EU).
Under the new regulation, citizens of Turkey, China, Russia, Saudi Arabia, and Belarus will be required to obtain a visa to enter Montenegro starting from November 1, 2026.
ALIGNED WITH THE EU
In a statement from Montenegro's Ministry of Foreign Affairs, it was noted that the country's visa policy has been fully aligned with the European Union's visa policy. It was stated that this step fulfills one of the final criteria for closing the 24th chapter of the EU accession negotiations.
According to the regulation published by the Montenegrin government, citizens of these five countries will continue to benefit from the current visa application until the end of October. The new visa requirement will come into effect on November 1, 2026.
RESTRICTIONS PREVIOUSLY IMPOSED
Following the events and protests in the capital Podgorica at the end of last year, the Montenegrin government temporarily suspended the visa-free travel application for Turkish citizens on October 27, 2025.
While the government lifted this decision on December 23, 2025, it reduced the visa-free stay period for Turkish citizens from 90 days to 30 days.
AIMS FOR EU MEMBERSHIP IN 2028
Montenegro aims to become the 28th member of the EU in 2028 as part of the accession negotiations with the European Union.
