Doruk Bulut, the CHP Silivri District Chairman who was detained within the scope of the corruption investigation against the Silivri Municipality, was arrested on charges of 'being a member of an organization established to commit a crime' and 'laundering property values derived from crime' by the court he was referred to after his procedures at the police station.

ARRESTED
Bulut was referred to the Silivri Courthouse. After giving his statement to the prosecutor's office, suspect Bulut was sent to the criminal judgeship of peace with a request for arrest on charges of "being a member of an organization established for the purpose of committing crimes" and "laundering assets derived from crime."
The judge decided to arrest Bulut.
WHAT HAPPENED?
The Silivri Chief Public Prosecutor's Office had determined that certain works and transactions within the municipality were used for the purpose of obtaining benefits, and irregularities were found in processes such as personnel recruitment for the municipality, business transfers and rentals, zoning, permits, sealing, illegal construction, asset acquisition, and the sale of municipal real estate.
An expert determination had been made that a public loss of 21 million 522 thousand 717 liras occurred through the sale of a municipal property classified as unregistered/parking area at a low price.
Based on these findings, the Chief Public Prosecutor's Office launched an investigation into the crimes of "establishing and managing an organization for the purpose of committing crimes," "being a member of an organization," "accepting and giving bribes," "extortion," "influence peddling," "misconduct in office," "bid rigging," "rigging of performance," "causing zoning pollution," and "laundering assets derived from crime."
The Chief Public Prosecutor's Office had issued detention orders for suspects who were deemed to be acting with Silivri Mayor Bora Balcıoğlu, considered the "founder" and "manager" of the organization, and against whom there was strong suspicion of obtaining unjust benefits by exerting influence over municipal works and transactions.
During a simultaneous operation conducted by teams from the Istanbul Police Department's Financial Crimes Branch, the following individuals were apprehended: Silivri Mayor Bora Balcıoğlu, Deputy Mayor Fatih Yavuz, CHP Silivri Municipal Council Member Aykut Batur, Private Secretary Aşkın Kaynar, former CHP Silivri District Chairman İbrahim Kömür, Silivri Municipality Police Officer Mustafa Demirayak, Private Secretary Aşkın Kaynar's driver Serdar Tuna, construction worker Yalçın Tuna of Özbingöl Plastik ve Alüminyum Doğrama Sanayi ve Ticaret Limited Şirketi, retired sales personnel Pınar Kalaba of Erstream Yayıncılık AŞ, Adem Kalaba of Martı Denizcilik ve Gemi İşletmeciliği AŞ, retired secretary Ayla Can of Spot Denizcilik AŞ, Chairman of the Board of Bektaşoğlu Döviz Ticareti Sınırlı Yetkili Müessese AŞ Yavuz Dirik, partner of Saray Deniz Malzemeleri ve Yatçılık Sanayi ve Ticaret Limited Şirketi Nihat Nahit Sarayönü, fireplace craftsman Murat Tuna of Kale Şömine İnşaat Taahhüt Sanayi ve Ticaret Limited Şirketi, partner of Şah Otomotiv İnşaat Sanayi Ticaret Limited Şirketi Gökhan Tuna, partner of AYM Danışmanlık İnşaat Taahhüt Ticaret Limited Şirketi Naci Aydın, Adem Tuna, and Gökhan Bıçak.
Mayor Balcıoğlu, Kaynar, Serdar Tuna, Gökhan Tuna, Adem Tuna, İbrahim Kömür, Aykut Batur, Fatih Yavuz, Yavuz Dirik, and Nihat Nahit Sarayönü were arrested by the judicial authorities to which they were referred. The judge ruled for the release of 8 suspects under judicial control measures.
Aykut Batur, the CHP Silivri Municipal Council Member arrested under the investigation, was released under the provisions of effective remorse.
CHP Silivri District Chairman Doruk Bulut was also taken into custody yesterday within the scope of the investigation.
