In Elazığ, two care centers caused damage to the Social Security Institution by unlawfully registering non-intensive care patients as intensive care cases. The Ministry of Health and the police dismantled the ring in a joint operation, and numerous suspects were detained.

A gang that victimized patients in Elazığ and caused losses to the Social Security Institution (SGK) was dismantled through a joint operation by the Ministry of Health and security forces.

According to information obtained from Ministry of Health sources, it was determined that two care centers operating in Elazığ acted together to unlawfully present patients without intensive care indications as intensive care patients, thereby receiving unjust payments from the SGK. Within the scope of the judicial investigation, certain findings were also reached at an unlicensed intensive care unit. As part of the investigation, a simultaneous operation was conducted today, and multiple suspects were detained.

THE PROCESS BEGAN IN JUNE 2025

The foundation of the operation process was laid by data analyses conducted months ago by the Risk-Based Audit System (REDES) Coordination, operating under the Ministry of Health Inspection Board. According to information obtained from Board sources, an analysis report containing risk assessments indicating that private hospitals and elderly care centers in Elazığ were acting together was prepared by REDES on June 20, 2025. Following this report, inspectors were assigned by the Ministry of Health Inspection Board on June 26, 2025. While inspector examinations continued, additional information and documents were requested from the REDES Coordination to support the judicial investigation conducted by gendarmerie units. It was stated that the comprehensive data sets prepared by REDES, when transmitted to the relevant authorities, significantly contributed to the technical infrastructure of the operation.
