FROM YALOVA TO İSTANBUL GAZİOSMANPAŞA
The 2026 Principal Decree issued by the HSK witnessed extensive changes in the judicial organization. While the duty stations of a total of 4,967 judges and prosecutors were changed — 4,608 in the judicial judiciary and 359 in the administrative judiciary — Yalova Chief Public Prosecutor Duygu Bayar Öksüz was also appointed to the position of Deputy Chief Public Prosecutor of Istanbul Gaziosmanpaşa.
Öksüz, who drew attention with the investigations she conducted during her tenure in Yalova, will continue her duty at the Gaziosmanpaşa Courthouse, one of Istanbul's busiest courthouses.
SHE CAME TO TURKEY'S AGENDA WITH THE GÜLLÜ INVESTIGATION
Chief Public Prosecutor Duygu Bayar Öksüz's name was brought to the national agenda last year with the investigation launched after artist Gül Tut (Güllü) died by falling from the window of her home in Yalova. Within the scope of the investigation, actions were taken against the artist's daughter Tuğyan Ülkem Gülter and some individuals present at the house on the night of the incident on suspicion of "intentional murder," and the case file caused a wide public outcry.
"WE WORKED LIKE DIGGING A WELL WITH A NEEDLE"
Chief Public Prosecutor Öksüz, who drew attention with her statements during the investigation process, stated that there was a confidentiality order on the file and said, "We conducted a detailed, careful, and confidential investigation, like digging a well with a needle. We worked meticulously to capture concrete evidence." Her statements caused a wide repercussion in the public.
A NEW ERA IN ISTANBUL
It is being assessed that Duygu Bayar Öksüz, who was appointed to the position of Deputy Chief Public Prosecutor of Istanbul Gaziosmanpaşa with the HSK decree, was assigned to this duty specifically due to her experience in significant investigations. The appointment, closely followed in judicial circles, stood out as one of the most discussed changes in the decree.
