The Ministry of Agriculture and Forestry has enacted a regulation that reorganizes the procedures and principles regarding hemp cultivation. With the new regulation, hemp production for non-narcotic fibers, seeds, medical, health, and personal care products can be carried out in a controlled manner in 21 provinces.

In addition to the production of fiber, seeds, and stalks, the procedures and principles regarding the cultivation of hemp for medical and health products, as well as personal care and support products that will not have a narcotic effect, have been reorganized. The Regulation on Hemp Cultivation and Control prepared by the Ministry of Agriculture and Forestry has been published in the Official Gazette and has come into force.

With the regulation, the production process, method, and responsibilities regarding the cultivation of hemp for the purpose of producing flowers and leaves for fiber, seeds, and stalks, as well as medical products, health products, and personal care and support products that will not have a narcotic effect, from planting to harvesting, have been arranged, along with necessary controls to prevent the use of flowers and leaves obtained from hemp for purposes other than intended.

PRODUCTION WILL BE POSSIBLE IN 21 PROVINCES

Accordingly, hemp cultivation for the purpose of producing fiber, seeds, and stalks can be carried out in Amasya, Antalya, Bartın, Burdur, Çorum, İzmir, Karabük, Kastamonu, Kayseri, Konya, Kütahya, Malatya, Ordu, Rize, Samsun, Sinop, Sivas, Tokat, Uşak, Yozgat, and Zonguldak, as well as in the districts of these provinces.

Hemp cultivation for the purpose of producing medical and health products can be carried out within the administrative boundaries of provinces where the Afyon Alkaloids Factory, affiliated with the General Directorate of the Turkish Grain Board (TMO), is located, in organized agricultural areas, or in facilities that have received production site permission from the Ministry of Health, which are enclosed, climate-controlled, and have high security measures.

Hemp cultivation for the purpose of producing personal care and support products can be carried out in provinces where fiber, stalk, and seed production is permitted, as well as in places where medical and health products are grown, whether in open or closed areas.

Licenses for cultivation can be obtained from the largest local administrative authority of the area where cultivation will take place during the period from January 1 to April 1 each year for fiber, seed, and stalk production. Applications for the production of medical, health, and personal care and support products will be made to TMO during the same dates.

HOW TO APPLY?

It is necessary to apply to the Ministry of Agriculture and Forestry to obtain permission for hemp production and processing. In Turkey, hemp production can only be carried out with permission in certain provinces and under specific conditions. These permission applications are evaluated according to the criteria determined by the Ministry of Agriculture and Forestry.

REQUIRED DOCUMENTS FOR APPLICATION

  • Population registration sample,
  • Farmer Registration System (ÇKS) document for the production year,
  • A sketch showing the total area of the production site along with the parcel number,
  • An appropriate application form indicating the purpose of hemp cultivation by the applicant (can be obtained from the District Directorate of Agriculture and Forestry),
  • A declaration stating that the farmer has not previously committed any offenses related to unauthorized hemp planting, drug manufacturing, distribution, trade, or use, and that they will act in accordance with the provisions of this Regulation following the granting of cultivation permission (can be obtained from the District Directorate of Agriculture and Forestry).
