With the inflation data from TÜİK for March, the first table for the salary increase of civil servants and retirees in July has become clear; while the inflation difference has not yet occurred, it is expected that the increase rate will exceed 10%. Public servants and retired public servants focused on the salary increase and bonuses they will receive in the new year, as well as the increase that will take place in July. With the inflation data for March announced by the Turkish Statistical Institute (TÜİK), an important threshold has been crossed in the calculations for the raise.

Millions of public employees and members of the retirement fund, who received a flat increase of 1000 TL in addition to an 18.6% raise for the first half of 2026, are waiting for the new raise to be made in July. With the third inflation data announced by TÜİK, the calculations for the raise have started to take shape.

DID AN INFLATION DIFFERENCE OCCUR?

According to the collective agreement, public servants and retired public servants will receive a 7% raise in July. However, if the six-month inflation exceeds 11%, the difference that will occur will be added to this raise. With the announcement of the inflation rate of 1.94% in March, no inflation difference has yet occurred. If inflation exceeds 0.87% in the coming months, a difference will occur for public employees and will be reflected in salaries.

WHAT WILL THE LOWEST SALARY BE?

According to current calculations, with a 7% raise, the lowest public servant salary will increase from 61,890 TL to 66,183 TL, while the salary of retired public servants will rise to at least 29,692 TL.

EXPECTATIONS OF ECONOMISTS

According to a survey conducted by AA Finance with 32 economists, the average inflation expectation for March is projected to be 2.40%. According to expectations, if the three-month inflation reaches 10.54%, there will still be no difference for public servants and retirees. If inflation rises to 3%, a difference of 0.16% will occur, and the total raise rate will increase to 7.17%. In this scenario, the lowest public servant salary will rise to 66,327 TL, and the pension will increase to 29,778 TL.

CLUE FROM THE CENTRAL BANK

According to the Central Bank's Market Participants Survey, the inflation expectations are 2.18% for March, 2.11% for April, and 1.5% for May. According to these estimates, the inflation for the first five months will reach 14.32%. In this case, an inflation difference of 2.99% will occur for public servants and retired public servants, and together with the collective agreement raise, the total increase will rise to 10.2%. If the inflation for the first six months is realized at the level of 15%, the total raise rate for public servants and retirees could rise to 10.86%.

SALARIES WILL APPROACH 70,000 TL LIMIT

According to the scenario of a 10.2% raise, the lowest public servant salary will rise to 68,203 TL, while in a higher scenario, salaries will approach the level of 70,000 TL. Similar increases are also expected for retired public servants. Salary calculations for professors, doctors, teachers, police, and other professional groups will also gradually increase according to the raise rate.
