The Income Supplementary Family Support System (Citizenship Salary), which foresees the provision of assistance items such as food, heating, and rent to households with income below a certain threshold, will be implemented this year. In 2027, the citizenship salary will be expanded nationwide, providing assistance for rent, food, and heating to families with income below a certain threshold.
A new social support system will be implemented to support low-income families. The pilot application of the program called "Income Complementary Family Support System" is planned to be launched this year in some neighborhoods of provinces and later expanded nationwide.
RENT, FOOD, AND HEATING ASSISTANCE WILL BE PROVIDED
Within the scope of the program, the Ministry of Treasury and Finance and the Ministry of Family and Social Services are conducting studies by initiating an examination of the system and incomes. After the completion of the studies, the new system to be implemented will provide assistance such as rent, food, and heating to families with incomes below a certain threshold.
Regional assessments will be made to determine what needs exist in which areas. In this context, heating assistance will be provided to families in provinces with high heating costs. After regional and neighborhood-based assessments, rent assistance will also be carried out within the scope of the social support program. Thus, heating, rent, and food assistance will be provided to those with incomes below the determined threshold.
After determining the scope of the program and the income threshold, legal regulations will be made if necessary in the field of social assistance.
CEVDET YILMAZ HAD ANNOUNCED THE GOOD NEWS
Vice President Cevdet Yılmaz announced the system during the 2026 budget discussions in the Grand National Assembly of Turkey, using the following statements:
"We call it GETAD, Income Complementary Family Support System. We will launch the pilot application of this system next year in a few of our provinces. In 2027, we plan to expand it to the entire country. This new support model will essentially be a model to support families with incomes below a threshold, but it will not be discouraging in terms of labor markets. Within this general conceptual framework, we will also introduce a new system to our country. We will have implemented a structural reform in the field of social assistance."
