The AK Party has submitted a 36-article bill to the Grand National Assembly of Turkey (TBMM) aimed at combating the informal economy and strengthening tax justice. With this proposal, the 4-point premium support paid to the Social Security Institution (SGK) in the private sector will be reduced to 2 points, while the 5% support in the manufacturing sector will continue. Additionally, the upper limit for earnings subject to premiums will be increased from 7.5 times to 9 times.
The AK Party presented a 36-article 'Draft Law on Amendments to Tax Laws and Certain Laws and Decree Law No. 631' aimed at combating the informal economy and strengthening tax justice to the Grand National Assembly of Turkey. The draft law will be discussed in the TBMM Planning and Budget Commission next week.
REGULATION IN PREMIUM SUPPORT
AK Party Group Chairman Abdullah Güler made statements regarding the new economic package presented to the TBMM. Güler stated that the upper earnings limit for premium calculation will be increased to 9 times in order to receive higher pensions. He also expressed that work on property tax is ongoing, saying, "If this is completed next week, we may have the opportunity to add it during the commission process."
Highlights from Güler's statements:
"We are increasing the borrowing premium rate, excluding childbirth, from 32% to 45%."
NON-MANUFACTURING PREMIUM SUPPORT
We are reducing the 4-point premium incentive provided to employers in non-manufacturing sectors to 2 points. The 5% premium support will continue in the manufacturing sector.
UPPER LIMIT INCREASED TO 9 TIMES
We are raising the upper earnings limit for premium calculation from 7.5 times to 9 times. We are improving the rights of insured individuals to receive higher pensions.
PROPERTY TAX STATEMENT
We are working on property taxes. A certain technical study has not yet been completed. There will be different evaluations within the same neighborhood in the same district regarding the increase rate of land value that forms the basis for property tax and the increase rate based on value. This needs to be created in balance. Studies are ongoing regarding fair increase rates without causing revenue loss to municipalities. If this is completed next week, we may have the opportunity to add it during the commission process. Work is ongoing."
