In the bribery and corruption investigation against the Antalya Metropolitan Municipality, the statement of the municipality's engineer Büşra G. regarding the luxury gifts she received while having a relationship with Mustafa Gökhan Böcek has emerged. Büşra G. stated about the luxury car, watch, and jewelry, "He would either make me an offer or bring the gifts without my knowledge. I didn't question it because he was wealthy."
In the 702-page indictment completed as part of the investigation into 'bribery' and 'corruption' against the Antalya Metropolitan Municipality, extensive findings were included regarding the assets acquired by engineer Büşra G. during her romantic relationship with Muhittin Böcek's son, Mustafa Gökhan Böcek. Büşra G. stated that during her time working at the municipality, she had an emotional relationship with Böcek, and that she received gifts such as a car, luxury watches, gold bracelets, and numerous brand bags during this period. It was recorded that the MASAK investigations conducted as part of the inquiry, along with confiscation operations, home searches, and company correspondences, detailed the acquisition of these gifts.
NO MONEY TRANSFER FOUND The indictment noted that the brand vehicle with license plate 34 BG 1992, gifted to Büşra G., was purchased in cash by Mustafa Gökhan Böcek for $46,000. The file indicated that during the examination of the MASAK data showing Mustafa Gökhan Böcek's bank transactions, no money transfers or cash withdrawals were found on the dates when the vehicle sale occurred.
SEIZURE DECISION FOR THE VEHICLE As part of the investigation, the Chief Public Prosecutor's Office applied a seizure operation for the vehicle on November 6, 2025, citing the existence of a situation that could cause delay.
The indictment also included details regarding Büşra G.'s work history. It was recorded that she started working at the Human Resources Inc. of the Antalya Metropolitan Municipality on March 1, 2021, worked in the same department until December 30, 2022, and then continued her duties as an engineer. It was noted that she was appointed to a civil servant position under the Civil Servants Law on March 15, 2023, and that she continued her work within the Environmental Protection and Control Department and the Culture and Social Affairs Department, and is currently serving as an engineer in the Promotion Branch Directorate.
DETAILS FROM ASSET DECLARATION As a result of the examination of the asset declaration forms submitted by Büşra G., it was recorded that the vehicle with license plate 34 BG 1992, declared to be acquired for 375,000 lira, along with a deposit of 23,561 lira and an account containing 40.28 grams of gold, was found, and that there were no other asset findings besides 85 grams of gold.
HOME SEARCH AND SEIZED ITEMS Following Büşra G.'s detention on November 5, 2025, a search was conducted at her residence, where digital materials were seized. It was stated that no elements of crime were found during the examination. Additionally, it was expressed that the luxury watch, gold bracelet, two brand gold bracelets, and five luxury brand bags, which were claimed to have been gifted by Mustafa Gökhan Böcek, were handed over to law enforcement by the suspect.
Büşra G. VALUE DETERMINATIONS AND COMPANY CORRESPONDENCES It was recorded that the market value of the bracelet ranged between 50,000 and 60,000 lira, and that the brand bracelets were purchased for 67,400 lira in 2021. In the report prepared by the Jewelers' Chamber, it was noted that all three pieces of jewelry contained 18-carat gold and that the total metal value was 203,821 lira. Information was included in the file that a receipt for a luxury watch, valued at 10,000 euros, was issued in the name of Büşra G. on June 25, 2021.
"WE MET AT A BUSINESS DINNER WITH GÖKHAN" Büşra G. stated that after starting her job at the municipality, she met Mustafa Gökhan Böcek at a dinner, saying, "As time went on, we developed an emotional closeness and our relationship began. Around November 2021, we decided to end our relationship. Shortly after I started working at the municipality, I did not go to work for about two weeks to prevent any gossip from other employees due to the start of my relationship with Gökhan Böcek. After that, I had to leave because this situation could not continue for a long time. After our relationship ended, I requested a change of department because I did not want to be in the same place as him. As a result of this mutual decision we made with Gökhan Böcek, I moved to the Culture and Social Affairs Department."
"I NEVER QUESTIONED HIM BECAUSE I KNEW HE WAS RICH" Büşra G. stated that she received luxury gifts during her relationship with Gökhan Böcek, saying, "He would either offer me gifts or bring them without my knowledge. He first bought 5-6 bags. Some of these bags were ones we liked together in Istanbul, while others were bags he bought and brought. He also brought me the bracelet he said was diamond for my birthday. Again, Gökhan bought me the brand watch I liked from a luxury watch store. We also bought the bracelets together from a luxury brand store in Istanbul. The car I used was also bought for me by Gökhan. Since I knew him as a well-known and wealthy person, I never questioned how and in what way he acquired these gifts."
"WHEN WE MET, GÖKHAN DID NOT HAVE A STABLE JOB" Büşra G. stated that she did not know how the payment for the vehicle she received was made, saying, "The car was around 100 kilometers at that time. It was not brand new. Gökhan told me he wanted to change the license plate of the car and that he would get a plate made up of my first and last names. We went to the notary and signed, and then the car got the plate it currently has. I do not know from whom, how, and in what way he obtained this plate. When we met, Gökhan did not have any stable job. He would come and go to the municipality 3-4 times a week. We went on vacation to Dubai together. All our expenses were covered by Gökhan."
"I DON'T REMEMBER IF GÖKHAN COVERED THE CAPITAL OF THE BOUTIQUE" Büşra G. regarding the boutique she opened, said, "After I started working at the municipality and after my relationship with Gökhan Böcek began, we decided to open a boutique with my friends in mid-2021. We established it with a capital of about 20,000 lira per person. This boutique was officially mine. All business transactions were done in my name. Shortly after, disagreements began to arise between us. I told them that I wanted to separate. After they paid me back the capital I contributed, I physically left there."Butik için vermiş olduğum sermayeyi şu an için ben mi ödedim, yoksa Gökhan Böcek tarafından mı bana verildiğini tam olarak hatırlamıyorum" diye konuştu.
Büşra G. "EVEN IF I SAY I WON'T ACCEPT, HE WAS PERSISTENT" Büşra G., stating that she was not involved in any criminal element, said, "I sincerely shared what I know about the matter. I did not commit any crime or facilitate the commission of a crime. If I had the slightest suspicion regarding the payment of these gifts, I would not have accepted them. Even though I said that I could not accept the high monetary value of these gifts he received from time to time, he was persistent about me accepting them."
LEGAL ASSESSMENT OF THE PROSECUTOR'S OFFICE In the general assessment made in the file, it was stated that no concrete evidence was obtained regarding crimes such as 'bribery' and 'embezzlement', that a preliminary crime determination regarding the crime of 'money laundering' could not be made, and that the crime of 'unjust enrichment' occurred before the duty that would create a property declaration obligation based on the acquisition dates, thus concluding that the legal elements were not fulfilled. It was noted that an additional non-prosecution decision was issued against Büşra G., and that the seized vehicle, jewelry, and accessories were returned.
