Following Takasbank General Manager Yunus Arıncı, whose statement was taken within the scope of the fund investigation conducted by the Istanbul Chief Public Prosecutor's Office and who was released under judicial control conditions, a noteworthy change of duty occurred at the institution. Gökhan Elibol was appointed as acting General Manager and Board Member of Takasbank.
Istanbul Clearing and Custody Bank Inc. (Takasbank) announced a new senior management appointment. According to the statement from the institution, with the decision taken at the Board of Directors Meeting held on November 2, 2026, it was decided that Gökhan Elibol, Deputy General Manager responsible for Markets and Operations, be appointed acting General Manager and Board Member.
YUNUS ARINCI HAD TESTIFIED IN THE FUND INVESTIGATION Takasbank General Manager Yunus Arıncı testified on November 2 as part of the fund investigation and was released after his procedures subject to judicial control measures.
Arıncı, who had served as Takasbank General Manager since June 7, 2024, was replaced by Gökhan Elibol, who was appointed acting in line with the board decision.
Gökhan Elibol WHO IS GÖKHAN ELİBOL? Gökhan Elibol, born in Erzincan in 1983, received bachelor's degrees from Ankara University Faculty of Political Sciences and Beykent University Faculty of Law, and holds attorney and mediator licenses. He began his career as a Tax Inspector at the Ministry of Finance. He continued his career as a Sworn Bank Auditor at the BRSA. During his 10-year tenure at the BRSA, he conducted risk management, financial structure and financial audits and various Public Prosecutor's Office investigations at deposit, participation and investment banks and financial institutions, primarily large-scale deposit banks, and actively took part in legislative regulations. Elibol, who started working at Takas Istanbul in 2016 as Deputy General Manager responsible for Markets and Operations, took part in the establishment of important projects such as the Gold Transfer System, Check Clearing System, Swap Market, Bistech Project and Public Collateral Management Projects. Between April 2019 and March 2021, he served as acting General Manager and Board Member at Istanbul Clearing and Custody Bank Inc. He was appointed acting General Manager and Board Member as of November 2, 2026.
