Venezuela severed diplomatic relations with Israel in 2009, citing Israel's attacks on the Gaza Strip. Over the intervening years, the Caracas administration became prominent for its policy close to Iran and did not re-establish relations with Israel.
With the new agreement, coordination is planned between the two countries, particularly for conducting consular procedures.

Venezuela's renewed contact with Israel has become one of the notable indicators of the change in the Caracas administration's foreign policy.
It is stated that after Venezuelan President Nicolas Maduro was removed from the country and detained by the United States, the Caracas administration has moved toward a more aligned diplomatic line with Washington.

Then-US Attorney General Pam Bondi announced that criminal charges had been filed in the United States against Maduro and his wife Cilia Flores. Maduro was charged with drug terrorism, cocaine trafficking, and possession of machine guns and destructive devices against the United States.
The trial of Maduro and his wife Cilia Flores is expected to begin on June 1, 2027.
