Taxi drivers will be required to use new generation payment recording devices. According to the regulation currently being prepared, taxpayers engaged in passenger transportation with taxis will be required to use new generation payment recording devices with specific features by December 31.

The Revenue Administration is working on a new regulation that closely concerns taxpayers engaged in passenger transportation by taxi. According to the prepared draft, the use of new generation payment recording devices that can operate in harmony with the taximeter will be made mandatory.

IT WILL BE MANDATORY

The Revenue Administration (GİB), which is affiliated with the Ministry of Treasury and Finance, has prepared a draft General Communiqué on the Tax Procedure Law regarding the matter.

Accordingly, taxpayers engaged in passenger transportation by taxi will be required to use taximeters and new generation payment recording devices that work in connection with each other by the end of the year. New generation payment devices will be installed in all taxis and will operate in connection with the taximeter.

PAYMENT BY CARD WILL BE INCREASED

With the widespread use of new generation payment recording devices, it is aimed to increase compliance with document regulation, support the registered economy, and enhance payment options by card.

DEVICE WILL BE CONNECTED TO THE TAXIMETER

In this context, taxi drivers will be required to use new generation payment recording devices connected to existing taximeters.

DEVICES APPROVED BY THE MINISTRY WILL BE USED

According to the draft, taxpayers engaged in passenger transportation activities with taxis that are required to have a taximeter will need to use connected new generation payment recording devices that meet certain technical specifications and are approved by the Ministry of Treasury and Finance by December 31.

In the scope of this obligation, in the case of establishing new taxpayers or changing the used taximeters, it will also be mandatory to use devices that are approved and work in connection with taximeters within a maximum of 30 days following the date of starting the business or the date the taximeter is changed.

If passenger transportation is started within this period, it will be necessary to use devices that are approved and work in connection with taximeters before starting passenger transportation.

STARTING ON JULY 1, 2026

Taxpayers who start their activities based on new license plate allocation between the effective date of the communiqué and the first approval date given by the Ministry will begin to use devices connected to the taximeter starting from July 1, 2026. Technical examinations regarding the devices and the taximeters that will work in connection with them will be conducted by TÜBİTAK within the framework of the principles determined by GİB.

MANUAL ENTRY OF AMOUNT WILL NOT BE ALLOWED

With the opening of the taximeter, the transaction will also start on the new generation payment recording device simultaneously. After the fare is calculated on the taximeter, the transaction will also be completed on the device. The taximeter cannot operate independently without the payment recording device. After the fare is calculated and the transaction is completed, it will be possible to reuse the taximeter after the document is issued from the new generation payment recording device. Additionally, the device cannot operate independently without the taximeter. The amount information will automatically come from the taximeter to the new generation payment recording device, and manual entry of the amount will not be allowed.
