In the second wave of operations against Can Holding, 26 out of the 35 individuals for whom detention orders were issued have been taken into custody. Among those detained is Kenan Tekdağ, the Chairman of the Media Board of Can Yayın Holding, who was previously taken into custody during the first operation and released under judicial control in the form of "house arrest."
The Istanbul Chief Public Prosecutor's Office has conducted a second wave operation in the Can Holding investigation. As part of the operation, detention orders were issued for 35 individuals. Among those detained are 26 suspects, including Kenan Tekdağ, the Chairman of the Media Board of Can Yayın Holding, who was previously placed under "house arrest" in the first operation.
KENAN TEKDAĞ DETAINED AGAIN
In the extensive investigation conducted by the Istanbul Chief Public Prosecutor's Office against Can Holding for crimes including "Establishing an Organization for the Purpose of Committing Crimes," "Managing," "Being a Member of the Established Organization," "Qualified Fraud," "Violation of the Tax Procedure Law," "Fuel Smuggling," and "Money Laundering from Crime," a new operation was carried out.
Among the 26 individuals detained in the operation is Kenan Tekdağ, the Chairman of the Media Board of Can Yayın Holding, who was previously released under judicial control measures of "house arrest" and "prohibition from leaving the country."
The operation resulted in the detention of a total of 26 suspects, including Arafat Bingöl and Cengiz Bingöl, the Chairmen of Binsat Holding, former rector of Bilgi University Remzi Sanver, Mehmet Kenan Tekdağ, and the wives of Can Holding owners, Betül Can and Zühal Can.
WHO IS KENAN TEKDAĞ?
Born in 1956 in Ağrı - Doğubeyazıt, Mehmet Kenan Tekdağ graduated from Istanbul University Faculty of Law in 1979. After serving for a while as a public prosecutor, he started his career as a freelance lawyer in 1984.
Kenan Tekdağ, who is the Chairman of Ciner Yayın Holding, also serves as the Chief Legal Advisor of the Ciner Group.
Kenan Tekdağ is married and has three children.
SECOND WAVE OPERATION AGAINST CAN HOLDING
As part of the investigation conducted by the Istanbul Chief Public Prosecutor's Office against Can Holding, an examination was carried out based on a report prepared by the Special Teams Department of the General Directorate of Customs Enforcement of the Ministry of Trade.
Findings were identified indicating that many companies operating in the energy, technology, and durable consumer goods sectors within Can Holding were engaged in tax evasion by issuing fake invoices to gain unfair profits. The data obtained revealed that high-value transactions were carried out through Energy Petroleum Products Inc. and its subsidiaries, which are under the control of the holding, without any actual movement of goods, and that these transactions were aimed at tax evasion and obtaining unfair profits through an informal invoice chain rather than physical fuel smuggling.
It was also revealed that actions had been carried out under different commercial titles in the past, and that the management of the companies was largely organized by the same individuals, indicating that the structures were part of a systematic organized activity.
88 BILLION TL OF UNIDENTIFIED SOURCE
In the report prepared by the Financial Crimes Investigation Board (MASAK) as part of the investigation, it was determined that Can Holding and 121 related companies had a total of 88 billion TL of financial activity with unidentified sources in their bank accounts between 2020 and 2021. In this context, assets belonging to 121 companies, including 16 suspects such as Zaman Han Can, Mehmet Şakir Can, Kemal Can, Cemal Can, Murat Can, Devran Can, Rumert Onur Can, Mehmet Kaya, Betül Can, Zafer Özen, Mehmet Sıddık Kaya, Kemal Çimen, Sevda Çimen, and Zühal Can, were seized by the decision of the Peace Criminal Court.
Based on the MASAK report and the evidence obtained, a second phase operation targeting 35 suspects, who were assessed to have played an active role in the organizational structure, was carried out simultaneously in Istanbul, Mersin, Iğdır, and Izmir under the coordination of the Istanbul Chief Public Prosecutor's Office.

6 SUSPECTS WANTED
Additionally, during the searches conducted at the company headquarters and residences, a large number of digital materials, documents, and valuable papers were seized. It was learned that efforts to capture 6 suspects, 3 of whom are abroad, are ongoing.
