MHP Chairman Devlet Bahçeli, in his statement regarding the framework law accepted with 467 votes in the Turkish Grand National Assembly, stated that the goal of a 'Terror-Free Turkey' has gained a legal foundation and called for the new process to be rapidly implemented following the PKK's dissolution and the handover of weapons. Bahçeli emphasized that Turkey's unitary structure and national sovereignty cannot be made subjects of negotiation.
MHP Chairman Devlet Bahçeli made a written statement regarding the framework law that passed with 467 votes in favor in the General Assembly of the Grand National Assembly of Turkey (TBMM).
In his statement made through his party's Deputy Chairman İsmail Özdemir, Bahçeli included the following expressions:
"IT IS THE COMPLEMENTARY AND EFFECTIVE OUTCOME IN THE LEGAL FIELD OF THE FIGHT AGAINST TERRORISM ACQUIS"
"The Law on Strengthening National Solidarity and Social Cohesion, adopted by our Gazi Parliament and by the national will, is the complementary and effective outcome in the legal field of the Republic of Türkiye's fight against terrorism acquis; of the harsh times that tested our nation's endurance limits for years; of the heavy prices paid with the blood and lives of our valiant sons of the homeland; of the effective, deterrent, respectable, domestic and national defense industry accumulation that has gained strength through national technology initiatives; and finally, of the necessity to completely eliminate terrorism, along with the political, sociological, and armed circles that feed it from beyond our borders as well as from within our country.
Completely purifying Türkiye of terrorism is not merely a limited security issue involving the neutralization of armed elements in the mountains and the weakening of organizational capacity; it is a multi-layered national security issue encompassing the drying up of political, sociological, and geopolitical grounds where terrorism could re-emerge, the severing of conflict and hostility veins that are sought to be inserted among our nation through ethnic or sectarian considerations, and the undisputed establishment of our state's sovereign law across the entire country without leaving it open to the intervention of any illegitimate center, proxy element, or external account holders.
"TÜRKİYE'S DEFINITIVE RESOLUTION OF THE TERRORISM ISSUE WITHIN ITS OWN NATIONAL WILL HAS BECOME AN UNAVOIDABLE NATIONAL SURVIVAL NECESSITY"
The intellectual, political, and strategic source of the Terror-Free Türkiye will, which we first expressed on October 22, 2024, at our Nationalist Movement Party Group Meeting, should also be sought precisely in the essence of this truth.
Indeed, time has proven us right. In a process where terrorist organizations and proxy elements have been instrumentalized in geopolitical influence struggles in Türkiye's adjacent geography, and ethnic and sectarian differences have been turned into levers for regional calculations, Türkiye's definitive resolution of the terrorism issue within its own national will has become an unavoidable national survival necessity.
The spiral of conflict, which began with the attacks by Israel and the United States on Iran and expanded with Iran's responses that also included third countries and military targets in the region, has shown how quickly a regional conflict can turn into a series of crises that transcend borders and become interconnected.
This conflict has acquired a character that threatens regional future as well as global stability across a wide spectrum, from energy supply to global trade.
Both the aggression and conflict policy of the terrorist network Israel, which it extended to Lebanon and Iran while the blood it spilled in Gaza had not yet stopped, and Iran's responses targeting third countries, its moves disrupting navigation in the Strait of Hormuz, and its threats spreading to the Gulf, have clearly demonstrated that the fire raging in our region carries a dangerous tendency to expand, drawing in new states, new fronts, and new conflict zones.
"A HOLISTIC WILL THAT BRINGS TOGETHER THE TERROR-FREE TÜRKİYE GOAL AND THE 'TERROR-FREE REGION' IDEAL IN THE SAME STRATEGIC DIRECTION HAS FINALLY COME TO LIFE"
It is under these conditions that Türkiye's closing of all gaps opened by terrorism on its own internal front has become a vital issue.
In this direction, the Terror-Free Türkiye goal has been built upon the aim of permanently seizing one of the bloodiest geopolitical intervention tools used against Türkiye for nearly half a century from the hands of those deluded individuals who direct and manage it.
Indeed, the process that began with our call on October 22, 2024, took concrete shape with stages developing toward the dissolution and disarmament of the PKK terrorist organization, gained a new character with the matter being brought under the control of the national will through the TBMM, and continued with this sequence, was determined by correctly reading the regional conditions in which Türkiye finds itself, and has formed a whole where each stage completes the previous one.
A holistic will that brings together social integration with our state's unbending strength, and the Terror-Free Türkiye goal with the 'Terror-Free Region' ideal in the same strategic direction, has finally come to life.
"IT IS IMPOSSIBLE FOR THE UNITARY STRUCTURE OF THE REPUBLIC OF TÜRKİYE TO BECOME THE SUBJECT OF ANY NEGOTIATION"
In the Terror-Free Türkiye goal, which has gained a legal basis through the will of our Gazi Parliament, the guiding star of the next phase will be to completely remove the scourge of terrorism, which has cost the Republic of Türkiye heavy prices, from our state and societal life without leaving it as a burden on the shoulders of future generations, and to never allow in any way the reproduction of various goals that terrorism could not achieve through arms, under different guises and through different means.
It is impossible for the unitary structure of the Republic of Türkiye, the form of government built on national sovereignty, the indivisible integrity of the homeland and the nation, and the Turkish nation's shared vision of history and future to become the subject of any negotiation.
The fact that the adopted law includes legal mechanisms to be activated following the determination and confirmation by authorized state institutions that the terrorist organization and its affiliated structures have ended their de facto existence, that the weapons and ammunition under their control have been surrendered, and that the organizational command and control capability has been eliminated, clearly reveals the purpose of the regulation.
"THERE IS NO NEED FOR WORDPLAY OR POLITICAL ACROBATICS DRESSED IN DISTORTIONS, SWAYINGS, AND RHETORICAL COVERINGS"
There is no need for wordplay or political acrobatics dressed in distortions, swayings, and rhetorical coverings; this law should be read not from the perspective of a so-called opposition wrapped in prejudices, but from the front of the Turkish nation and the Republic of Türkiye, considering its text, its justification, and the significant consequences it will bring for the benefit of the nation.
At this point, not even the slightest doubt regarding the memory of our dear martyrs and the sacrifice of our heroic veterans should be allowed to find a place in minds.
If Türkiye has today reached a power to consign terrorism to history, at its foundation lie the sacred blood of our dear martyrs who defended every inch of the homeland with their lives; the epic sacrifice of our veterans living with blast marks and shrapnel fragments in their bodies; the years-long struggle of our Turkish Armed Forces with its three-thousand-year glorious history, our Police Force, our Gendarmerie, our security guards, and all our security elements, and the resilience displayed by our nation."
The complete elimination of terrorism will be the clearest confirmation that the struggle of our heroes, who made these lands our homeland, was not in vain, and that the terrorist organization PKK and all its extensions have been consigned to the dark pages of history.
It should also not be forgotten that this stage reached with the adoption of the law is not an end, but rather the beginning of a new phase in which we must be more vigilant from a legal and administrative standpoint.
We have no time to lose.
Following the law's entry into force, the envisaged legal and administrative processes must be implemented as quickly as possible, no authority or coordination gaps between institutions should be allowed to occur, and the emerging historic opportunity must under no circumstances be allowed to turn into a field of exploitation for various unpatriotic fronts, discourses, and speeches.
Türkiye's course is clear.
The goal of a terrorism-free Türkiye is one of the preconditions for Türkiye's next great march forward.
Bringing our regions, which for years could not fully mobilize their economic, social, and human potential under the climate of fear created by terrorism, together with investment, production, industry, agriculture, tourism, education, and employment opportunities; eliminating the artificial distances that were attempted to be built between the state and citizens; and further strengthening the citizenship of the Republic of Türkiye on the basis of a shared history, destiny, and the ideal of living together will be the concrete results of the permanent elimination of terrorism.
The prayer of our late poet Ziya Gökalp, who said, 'I ask only two things from Allah: May my homeland be prosperous, may my home be blessed,' is also the simplest and most sincere summary of the ideal of a terrorism-free Türkiye.
I wish that this historic stage we have reached brings beneficial results for our noble nation, the State of the Republic of Türkiye, and the peace, stability, and welfare of our region; I commemorate our dear martyrs, who sacrificed their lives for the unity of our homeland and the survival of our state, with mercy and gratitude, and I extend my respect and thanks to our heroic veterans. ”
