The new indictment prepared in the investigation into ALDAŞ, a subsidiary of Antalya Metropolitan Municipality, has been accepted. For the detained and suspended Muhittin Böcek, a prison sentence of 5 to 12 years was sought for the crime of "embezzlement," and up to 10 years for the crime of "fraud to the detriment of public institutions and organizations."
The indictment prepared in the investigation against ALDAŞ, an affiliate of Antalya Metropolitan Municipality, was accepted by the Antalya 3rd Heavy Penal Court. Prison sentences were requested on various charges for 21 defendants, including Antalya Metropolitan Municipality Mayor Muhittin Böcek, who has been suspended from duty and is in custody.
For Böcek, a prison sentence of 5 to 12 years was requested for the crime of "embezzlement" and up to 10 years for the crime of "fraud to the detriment of public institutions and organizations."
INDICTMENT ACCEPTED FOR 21 DEFENDANTS The indictment prepared by the Antalya Chief Public Prosecutor's Office against Muhittin Böcek, former General Manager of ASAT İbrahim Kurt, and other defendants was accepted by the Antalya 3rd Heavy Penal Court.
In the indictment, the defendants were accused of "embezzlement," "unlawful acquisition of property," and "fraud to the detriment of public institutions and organizations."
It was stated that the file was based on a referral report prepared by the Ministry of Interior's Civil Inspectors. The report alleged that the accounts of ALDAŞ, an affiliate of Antalya Metropolitan Municipality, between 2020 and 2025 were examined, and irregularities were found in the company's tender, purchasing, and expenditure transactions with ASAT.
ALDAŞ'S EXPENDITURES UNDER SCRUTINY The indictment also included findings from reports prepared by civil inspectors and expert witnesses.
Accordingly, it was alleged that luxury travel and accommodation expenses, as well as high amounts of representation and hospitality expenditures, were charged to ASAT under a 1995 "consultancy agreement."
It was alleged that personal expenditures were made by some defendants and their relatives using ALDAŞ's credit cards, and that some luxury vehicles and fixtures purchased by the company were allocated for personal use.
Additionally, it was among the allegations that some individuals were shown as insured within the company but did not actually work.
INVOICES EXCEEDING 785 MILLION LIRAS TO ASAT The indictment alleged that a 15% profit share was added to some expenditures and invoices were issued to ASAT.
In this context, it was stated that the total value of invoices reflected to ASAT by ALDAŞ exceeded 785 million liras, and it was alleged that a public loss of 29 million 500 thousand liras occurred due to these transactions.
It was also stated in the indictment that some auditors were hosted with their families from the ALDAŞ budget.
BÖCEK: IT IS NOT POSSIBLE FOR ME TO CONTROL ALL OF THE OPERATIONS In his statement to the prosecutor's office, Muhittin Böcek argued that he did not give any instructions to invoice personal expenditures through ALDAŞ to ASAT, and that he was not aware of the transactions considered personal expenditures in the Chief Civil Inspectorate report. Böcek stated that it was not possible for him to control all of ALDAŞ's business and operations due to his duties as the Metropolitan Municipality Mayor.
Suspect İbrahim K., on the other hand, stated that he did not accept the accusations and that he had compensated for the public loss he had caused.
Kıvanç B.K. For suspect Kıvanç B.K., an arrest warrant was issued due to him being abroad. In the conclusion section of the indictment, the prosecutor's office requested that the suspects be punished separately for the crimes attributed to them.
It was requested that the money covering the public loss deposited into the prosecutor's office account during the investigation phase by 9 suspects, including Muhittin Böcek who faces the embezzlement charge, be paid to ASAT with legal interest, and the money deposited by Nurhak E. and Melek K., accused of fraud to the detriment of a public institution, be paid to ALDAŞ.
Nurhan E. SOME DEFENDANTS PAID THE PUBLIC LOSS The indictment noted that some defendants deposited the amounts considered as public loss into the Antalya Chief Public Prosecutor's Office account before the lawsuit was filed.
Accordingly, Muhittin Böcek paid 2 million 472 thousand 111 liras, İbrahim Kurt 3 million 17 thousand liras, Murat Zeydanlı 4 million 382 thousand liras, Merve Doğruöz 1 million 845 thousand liras, Pınar Büyükçakıroğlu 67 thousand 282 liras, Lütfi Ergen 2 million 598 thousand liras, Yüksel Özdoğan 1 million 178 thousand liras, Selahattin Artun 1 million 595 thousand liras, Oktay Özalp 1 million 126 thousand liras, Nurhan Ermiş 2 million 686 thousand liras, and Melek Kurukama 1 million 912 thousand liras.
PRISON REQUEST FOR OTHER DEFENDANTS TOO In the indictment, a prison sentence of 5 to 12 years was requested for former ASAT General Manager İbrahim Kurt for the crime of "embezzlement."
For the other defendants, prison sentences ranging from 5 to 12 years were requested for the crimes of "embezzlement," "unlawful acquisition of property," and "fraud to the detriment of public institutions and organizations."
INVESTIGATION STARTED ON JANUARY 14 Following allegations that irregular expenditures were made through Infrastructure Management and Consulting Trade Inc. (ALDAŞ), an affiliate of Antalya Metropolitan Municipality, and approximately 399 million 507 thousand liras of public loss occurred, an investigation was launched on January 14, 2026, against 21 suspects, including Muhittin Böcek.
Within the scope of the investigation, 5 people were arrested. İbrahim Kurt, the former General Manager of ASAT, who was among those arrested, was released on January 27, 2026.
It was stated that with the acceptance of the indictment, the way was paved for the trial process for 21 defendants.
