The Central Bank of the Republic of Turkey withdrew its decision to revoke the operating license of Papara Electronic Money Inc. following the court's decision to suspend the execution.
The Central Bank of the Republic of Turkey (CBRT) has lifted the decision to revoke the "operating license" of Papara Electronic Money Inc., citing the suspension of execution decision of the Ankara 25th Administrative Court in a communiqué published today in the Official Gazette.
THE OPERATING LICENSE WAS REVOKED ON OCTOBER 31
In the issue of the Official Gazette dated October 31, 2025, the Bank Council Decision numbered 11929/21528, published on October 30, 2025, revoked the operating license of Papara Electronic Money Inc. as an electronic money institution under Law No. 6493.
THE COURT HAD RULED IN FAVOR OF PAPARA
Papara had made a statement on December 16 regarding the lawsuit filed at the Ankara 25th Administrative Court for the suspension of execution of the decision.
In Papara's statement, it was said, "With the interim decision dated 09.12.2025 given in the case, it has been decided to suspend the execution in favor of our company. In this context, Papara will continue its activities following the reactivation of its system and infrastructure."
