The bill, which includes regulations related to the economy, is being discussed in the General Assembly of the Turkish Grand National Assembly. According to the newly added provision, the exemption from Special Consumption Tax (SCT) for vehicles is being expanded. Accordingly, individuals with orthopedic disabilities who have a disability rate of 40% or higher and have been determined not to be able to obtain a driver's license due to their orthopedic disabilities will also benefit from the SCT exemption for the first acquisition of vehicles specified in the Law, applicable once every 10 years.
The Grand National Assembly of Turkey (TBMM) accepted 3 more articles of the Draft Law on Amendments to Certain Laws, which includes regulations related to the economy, and a new article was added to the regulation.
THE SCOPE OF EXCISE TAX EXEMPTION ON VEHICLES IS EXPANDING
During the discussions of the proposal in the General Assembly, a new article was added to the regulation in accordance with the Constitutional Court's annulment decision.
With the amendment to the Special Consumption Tax Law, an excise tax exemption will be applied to individuals with orthopedic disabilities who have a disability rate of 40% or higher and have been determined to be unable to obtain a driver's license due to their orthopedic disabilities, for the first acquisition of vehicles specified under the Law, once every 10 years.
AMENDMENT TO THE LAW ON PRIVATIZATION PRACTICES
According to the accepted articles of the proposal, a regulation is being made in the Law on the Evaluation of Real Estate Owned by the Treasury and the Amendment of the Value Added Tax Law. Accordingly, public administrations and their affiliated, related, and associated public institutions and organizations, as well as the unions, establishments, companies, and enterprises they establish, funds, revolving funds, and public economic enterprises that are subject to the Decree Law on Public Economic Enterprises and are not included in the scope and program of privatization, along with any kind of organization, establishment, union, enterprise, and companies in which they hold more than half of the capital directly or indirectly, will be included in the scope and program of privatization upon the request of the relevant administrations and can be privatized under the Law on Privatization Practices.
After deducting expenses from the privatization revenue, the remaining amount will be transferred to the accounting unit account of the relevant administration and recorded as income in its budget. The President will be authorized to record an appropriation in the budget of the relevant administration for the income recorded. Appropriations of an investment nature can be linked to the annual investment program.
NEW GOODS ADDED TO THE EXCISE TAX LAW
New goods and their tax rates are being added to the Special Consumption Tax Law. Accordingly, the excise tax rate will be 20% for natural pearls or cultured pearls, diamonds whether processed or unprocessed, precious stones or semi-precious stones, precious or semi-precious stones obtained through synthetic or composite methods, powders and dusts of natural or synthetic precious or semi-precious stones, and items made from precious or semi-precious stones derived from natural or cultured pearls. This provision will come into effect at the beginning of the second month following the publication of the regulation.
In accordance with the annulment decision of the Constitutional Court, a regulation is being made regarding the duties and responsibilities of the tax office director in the Law on Certain Regulations Related to the Revenue Administration. Accordingly, the tax office director will be the highest official of the Ministry of Treasury and Finance in the province, and will be responsible for ensuring that the operations of the Ministry's provincial organization in the province are carried out in accordance with the provisions of the legislation, supervising them, answering questions asked from the center and the field, and taking action against those who are seen to act contrary to the law.
After the acceptance of the 13th article of the law proposal, TBMM Deputy Speaker Bekir Bozdağ adjourned the meeting. After the break, as the commission did not take its place, Bozdağ closed the meeting to reconvene tomorrow at 14:00.
