In a statement regarding the "Framework Law" made by the terrorist organization PKK, it was said, "Some close to the AKP have made statements suggesting that there will be no article concerning the leadership in this framework law, and that the executive cadres will be excluded from this law. A law that does not include the physical freedom of the leadership would be a law that does not solve any problem. A law that is not comprehensive and leaves gaps in the solution would lead to undesirable consequences."
A critical week has been entered in the resolution process. The DEM Party's Imrali delegation, regarding the "Framework Law" considered for enactment within the process, is expected to meet with PKK terrorist organization leader Abdullah Öcalan on Thursday, July 23.
"A LAW THAT DOES NOT INCLUDE THE LEADER'S PHYSICAL FREEDOM WILL NOT SOLVE ANY PROBLEM"
In a written statement from the PKK terrorist organization, an assessment was made regarding the "Framework Law." The statement included the following views:
"After the meeting between the DEM Party and the AKP, some unacceptable assessments were again made regarding the framework law. Some close to the AKP stated that there would be no article concerning the leadership in this framework law and that the administrative cadres would be excluded from this law. A law that does not include the physical freedom of the leadership would be a law that solves no problems. It clearly means sabotaging the process. In this regard, the leader's attainment of free conditions must be ensured by a law. However, a framework law can create progress on the discussed issues only if it provides for this."
"A LAW THAT LEAVES GAPS IN THE SOLUTION WILL LEAD TO UNWANTED RESULTS"
The statement, asserting that "every segment wanting the progress of peace and the democratic society process must clearly accept that Öcalan is the main actor in this process," continued as follows:
"If the conflict that has been ongoing for 50 years is to be resolved by drawing it onto a legal and political ground, keeping the PKK leadership cadre away from a political environment where democratic politics can be conducted freely will not produce a solution. In this regard, passing a law that enables participation in democratic politics with full freedom of organization and thought, from the leadership to the fighters, is inherent in the nature of the problem to be solved. Undoubtedly, steps must be taken in a timely manner to ensure problems do not remain unresolved. However, a law that is not comprehensive and leaves gaps in the solution will lead to unwanted results. Therefore, the consensus reached through discussion with the leadership must result in a law that leaves no gaps. Because this law concerns not only our freedom movement, but also the entire Kurdish people and Turkey's democratic forces. Every law succeeds if it receives the necessary support."
In the statement of the PKK terrorist organization, it was expressed that "for Turkey to solve its internal and external problems, it is important for this law, which will be the foundational law for solving the Kurdish issue, to mature," and the view was included that "an approach that reduces the problem solely to the disarmament cannot be expected to lead this process to success. The complete end of the conflict process and the resolution of the Kurdish issue is essentially a matter of democratization. If there is no insistence on conflict, violence, and war, the only solution to the problems is democratization. Any policy that does not prioritize democratization is an insistence on conflict and war. Therefore, the leadership insists on a peace and democratic society solution to end the decades-long conflict process."
