Enforcement proceedings were initiated against the Seyhan Municipality of Adana for failing to pay its debts to 5 contracting firms. Enforcement officers who came to the municipal building seized the items in the mayor's office through confiscation.
ENFORCEMENT ACTION AGAINST CHP-RUN SEYHAN MUNICIPALITY
Enforcement proceedings were initiated against the Seyhan Municipality, headed by Oya Tekin from the Republican People's Party, for failing to pay its debts to 5 contracting firms in the previous term. The enforcement officers who came to the municipality loaded the furniture such as the sofa, desk, and chairs from Mayor Tekin's office onto a truck.
PRESIDENT TEKIN: A RESULT OF THE DEBT BURDEN FROM THE PREVIOUS TERM
Tekin made a statement to the press regarding the issue. In his statement, President Tekin said: "Dear Seyhan residents, the confiscation process initiated against our municipality, which has unfortunately been reflected in the press today, is a result of the financial policies of the previous term and the increasing debt burden due to economic fluctuations.
"WE ENCOUNTERED A MUNICIPALITY LEFT WITH HIGH DEBTS"
When we took office, we encountered a municipality that had been left with high debts and had implemented an election budget. Despite the bank loans taken with the borrowing authority granted by the council during that period, our municipality was left under the burden of unpaid debts even with these loans. Additionally, the personnel salaries increased by 140% with the Collective Bargaining Agreement (CBA) signed on March 1, 2024, and the tax and social security debts that rose at the same rate were added to this picture.
"40% OF OUR SHARES FROM THE BUDGET HAVE BEEN CUT"
The disruption of financial discipline in the previous term has caused our municipality to enter an even more difficult economic process. Moreover, the central government's cut of 40% from our shares coming from the budget has further exacerbated our current situation. Despite this challenging scenario, we have continued to produce services by pushing all our resources to meet the basic needs of the Seyhan residents.
Despite market debts, we acted with an understanding that prioritizes the most basic needs of our people. With the contributions of business people working in Seyhan, we opened City Restaurants to provide affordable, quality meals for low-income citizens. Instead of making high-budget tenders for the maintenance of our parks, we created employment by enabling our women to work as part of a social responsibility project, thus achieving both employment and financial savings.
"OUR PRIORITY IS TO PAY OUR DEBTS AND REESTABLISH FINANCIAL DISCIPLINE"
Despite all our efforts, the financial burden we inherited from the past has caused delays in paying our debts to the market. However, in the face of this situation, we, as Seyhan Municipality, continue to work with a strong will and determination. Our priority will be to pay our debts in a transparent and solution-oriented manner and to reestablish financial discipline. The patience and support of the Seyhan residents during this process is our greatest strength. We firmly believe that we will overcome these difficult days together. Our municipality will continue to take every step necessary for the welfare of our people."
