Tension arose during CHP Deputy Tuncay Özkan's speech on the 2026 budget when AK Party Group Deputy Chair Leyla Şahin Usta reacted to Özkan's shouting during his speech.

TENSION SUDDENLY INCREASED IN THE GRAND NATIONAL ASSEMBLY

A verbal dispute occurred between CHP and AK Party deputies. In response, CHP Group Deputy Chair Murat Emir stated that this was not an appropriate approach, emphasizing that discussions could be held loudly in the General Assembly and that everyone should know their place. The Deputy Speaker of the Grand National Assembly, Celal Adan, also expressed his embarrassment at having to intervene by saying "don't shout" when a group deputy chair makes remarks to a deputy while a speaker is at the podium.

MUTUAL EXCHANGES CONTINUED

AK Party Group Deputy Chair Leyla Şahin Usta responded to Adan by saying, "I wish you had warned the speaker while shouting from the podium, 'There’s no need to shout this much,'" while addressing CHP's Emir, she stated, "No one, including Mr. Murat Emir, can determine what I will say or when I will speak." After taking the floor, Şahin Usta walked towards the CHP group and entered into a verbal dispute.

ESCALATED INTO A SCUFFLE

The mutual exchanges soon escalated into a scuffle. The altercation between the deputies was captured on camera; following the tension, AK Party Aksaray Deputy Hüseyin Altınsoy, who came to the podium, stated in his speech, "We are here to set an example for the youth, perhaps. Our young people are currently watching us on their screens. Unfortunately, let’s take a look at how each of us is setting an example. I regret to express that our group deputy chair, as a lady and a deputy, requested the floor to respond to an insult directed at her. But as usual, you thought you could solve this with shouting and yelling. However, our youth want dialogue. Our youth want harmony. Our youth expect fullness from us."

TBMM Deputy Speaker Celal Adan, regarding the discussions, stated, "I have great respect for all my friends in the Grand National Assembly of Turkey. I believe they are fighting for Turkey, and I manage with these measures. Ms. Şahin, I am very sorry. You do not decide how I will manage the Assembly. You have no right to warn me. We are managing quite well here, but what I see is that they may have shouted at you. Where are you going getting up from your seat? Who are you going to hit? Is that how it works? Sit down, take the floor. You are getting up and making a move over there. I have respect for the deputies of the Justice and Development Party, the Nationalist Movement Party, the Good Party, the New Path Party, and all deputies. The Grand National Assembly of Turkey is an Assembly that established the state. I manage the Assembly with that consciousness. I couldn’t understand why you warned us. After making a speech at the podium, you can request the floor, and I will give it to you. I give it to everyone, by the way. Is there anyone who has asked me for a minute and not received it? I can’t do that in life. I don’t have the power for that either. I was very sad that you warned us in this Assembly we manage with respect."

CHP Group Deputy Chair Murat Emir claimed that during the scuffle, an AK Party deputy physically attacked a CHP deputy.
