Millions of civil servants and retired civil servants were unable to receive the salary increase rate they desired from the government during collective bargaining negotiations. As the process approached its final days, Memur-Sen decided to take the wage proposal to the Arbitration Board. On the other hand, Memur-Sen General President Ali Yalçın stated, "The offers we received do not solve the problem. We cannot become the owner of a problem that we did not cause by signing the Collective Agreement."

NO NEW OFFER HAS BEEN MADE

In its last offer, the government proposed an 11% increase for the first six months of 2026, a 7% increase for the second six months; a 4% increase for the first six months of 2027, and again a 4% increase for the second six months. The proposal also included a suggestion to improve the base salaries by 1,000 lira. While there was an expectation for a regulation in the improvement of base salaries, not in the wage rates, no new offer came from the government until midnight.

HOW WILL THE PROCESS WORK?

  • In the next process, the parties will be able to apply to the Public Servants Arbitration Board within 3 days.
  • The application can be made by both the unions and the employer side.
  • After the application, the Public Servants Arbitration Board will convene on the "proportional wage increase".
  • Decisions in the Public Servants Arbitration Board, which has 11 members, will be made by majority vote.
  • According to the law, the board will determine the wage rates for civil servants and retired civil servants for 2026 and 2027 by August 31.

WHAT IS THE LOWEST SALARY FOR CIVIL SERVANTS AND RETIRED CIVIL SERVANTS?

As of July, a 5% increase was made in the monthly salaries and wages of all civil servants and retired civil servants. In the first 6 months of this year, inflation was 16.67%. Due to this inflation rate, a 15.57% increase was made in the monthly salaries and wages of civil servants and retired civil servants, along with an additional 10.57% increase.

As of July 2025, the lowest civil servant salary, including family assistance payment, increased from 43,726 lira to 50,503 lira, and the lowest civil servant retirement salary increased from 19,617 lira to 22,671 lira.
