Preparations are underway for a new period in the Family Income Completion System, referred to in public as the "citizenship salary." With the system planned to be implemented across Turkey in 2027, households with income below a determined threshold will receive government support equal to the difference. The payment amount will be determined based on the total income of each household.
A significant change is being prepared in Türkiye's social support system. The Household Income Completion System, carried out by the Ministry of Labour and Social Security and the Ministry of Family and Social Services, envisions a new support model based on the total income of households.
The system, also referred to as a "citizen's salary" in public opinion, is planned to be rolled out across Türkiye in early 2027 following pilot applications.
NOT EVERYONE WILL RECEIVE THE SAME AMOUNT
In the new system, instead of making fixed and equal payments to citizens, the total income entering the household will be taken into account.
If the household's income falls below the determined income threshold, it is envisioned that the deficit will be covered by the state. Thus, the amount of support may vary according to each household's income situation.
THE DIFFERENCE WILL BE PAID BY THE STATE
The main objective of the system is to establish a minimum income guarantee for low-income households.
According to the planned model, the total income of the household will be calculated, and the difference from the determined threshold will be identified. Households meeting the conditions will be provided social support equal to this difference.
For example, if the income of an elderly person living alone falls below the determined threshold, it is envisioned that the missing portion will be completed with state support.
THIS MAY ALSO AFFECT THOSE WAITING FOR GRADUAL RETIREMENT
It is assessed that the Household Income Completion System may also have an indirect impact on retirement preferences.
It is suggested that by preventing household income from falling below a certain level, citizens' tendency to opt for early retirement solely due to financial hardship may decrease. However, this assessment does not mean a new decision has been made regarding gradual retirement.
PLANNED TO BE ROLLED OUT ACROSS TÜRKİYE IN 2027
The system, carried out through pilot applications, is planned to be implemented across Türkiye starting from the beginning of 2027.
Details such as the exact scope of the system, who will benefit from the support, which criteria will be considered in the income calculation, and the application requirements are expected to become clear when the application is rolled out nationwide.
