The Energy Market Regulatory Authority (EPDK) has established the procedures and principles for calculating the deviation amount from the basic consumption value. According to the new regulation, the methods for monitoring load changes of the aggregators serving TEİAŞ and the conditions for calculating deviations have been determined.
The Energy Market Regulatory Authority (EPDK) has established the procedures and principles for calculating the deviation amount from the basic consumption value within the scope of the Demand Side Participation Service.
The EPDK's board decisions were published in today's issue of the Official Gazette and came into effect. Accordingly, procedures and principles have been determined for the measurement of load changes that will occur during the service for collectors serving Turkey Electricity Transmission Corporation (TEİAŞ) and for determining the deviation amounts from the basic consumption.
A 15% LIMIT HAS BEEN INTRODUCED
Under the Electricity Market Ancillary Services Regulation, collectors serving TEİAŞ will be monitored based on their hourly consumption program notifications and actual consumption values. While consumption reporting during critical hours has become mandatory, if the difference between the reported values and the values reported with Automatic Meter Reading System (OSOS) exceeds 15% (20% during activation hours), the deviation amount will be calculated. Collectors will transmit the data of the consumption facilities they provide services to under the ancillary services agreement to TEİAŞ on a daily basis.
A NEW MONITORING SYSTEM IS IN OPERATION
TEİAŞ will monitor whether the service is being fulfilled with this data and will use system data such as SCADA, OSOS, and Load Distribution Information System (YTBS) when necessary. Additionally, for collectors who do not share data without a valid reason despite TEİAŞ's request, a deviation equal to the capacity offer amount will be accepted in the calculations. Objections and correction processes regarding the deviation amount related to the monitoring of the service will be carried out in accordance with the Ancillary Services Regulation. Furthermore, it has been decided to repeal the procedures and principles regarding the determination of the deviation amount from the basic consumption value and the certification of consumption facilities within the scope of the Demand Side Reserve Service, which was accepted by the Board Decision on August 12, 2021.
