The list, which is said to have been prepared by Tekin's team, was submitted to the Istanbul Police Department with the signatures of Zeki Şen, Erkan Narsap, and Ferhat İşçimen. It was reported that only 31 people would be allowed to enter the provincial building. Those not on the list were prevented from entering the building by security forces.

CHP Group Deputy Chairman Murat Emir reacted strongly to this practice. Emir stated, "The trustee says take these 30 people, do not let others into this building. First of all, you are a trustee, you have no such authority," arguing that the list application is contrary to party customs and legal rules.

İşçimen stated that the list was not prepared or signed by him, and he said: "The list in question was not prepared or signed by me. However, many names on the list, including myself, consist of people who have been here for 3 days voluntarily to provide cleaning, coordination, and order in the provincial building."

İşçimen emphasized that Gürsel Tekin does not personally know most of these individuals, stating that they have been there to improve the poor conditions in the building without any official invitation and that they are working solely on a voluntary basis.
